Job summary

The City of Oceanside is seeking a Senior Management Analyst in the Development Services Department to lead the development, administration, forecasting, and monitoring of the division's operating and capital budgets, including a CIP portfolio up to $300 million. You will coordinate capital planning and financial reporting.

Qualifications

• Six years of progressively responsible experience in performing management and policy analysis, budget and finance administration, or grants and contract management.
• Bachelor’s degree in public administration, economics, finance, business administration or a related discipline. A Master’s degree is highly desirable.
• Possession of, or ability to obtain and maintain, an appropriate California driver’s license.
• Office environment; exposure to computer screens.

Responsibilities

• Lead the development, administration, forecasting, and ongoing monitoring of the Development Services Division's operating and capital budgets, including a CIP portfolio of up to $300 million.
• Provide support to City departments to coordinate capital planning, project budgeting, funding strategies, and financial reporting.
• Provide sophisticated financial analysis for major and complicated projects; analyze complex multi-year capital projects from budget development through project completion.
• Plans, coordinates and manages the development, implementation and administration of large complex budgets and reports.
