Job summary

The City of Carlsbad is seeking a Finance Manager to plan, organize and manage the citywide budget process under direction of the Finance Director. You will coordinate development of the operating budget, digital transformation program, and capital improvements, producing key reports and fee-related documents.

You will lead a team, provide staff training, and engage with departments to ensure sound financial management and transparent budgeting aligned with city goals.

Qualifications

• Typical background includes a bachelor's degree in accounting, finance, public administration, or a closely related field.
• Three to five years of professional-level experience in financial management within a large organization.
• One to two years of supervisory experience within a large accounting or finance department.

Responsibilities

• Drafts staff reports communicating complex budget information in reader-friendly ways and makes staff recommendations.
• Oversees the annual budget process and the preparation of the city’s operating budget and capital program.
• Collaborates with departments to review budget proposals and updates the 10-year financial forecast.
• Assists with revenue estimates, expenditure budgets, and fund projections.
• Provides training and leadership to budget staff and coordinates cross-departmental analyses.
• Represents the Finance department at professional events and in negotiations.
