Job summary

NYC Campaign Finance Board seeks a Budget Analyst to support the development, monitoring, and reconciliation of the agency budget, including the matching funds program. The role entails fiscal analysis, forecasting, and funding review for procurement and personnel actions, with hybrid work from 100 Church Street, Lower Manhattan.

Responsibilities include developing annual budgets, reconciling plans, generating reports, and maintaining trackers.

Qualifications

• Bachelor’s degree in accounting, auditing, business or public administration and one year of experience in related fields.
• Strong understanding of budget processes, procurement and financial reporting.
• Experience with city or government budgets is a plus.

Responsibilities

• Assist in development and submission of the agency’s annual budget including the matching funds program.
• Reconcile quarterly spending plans and budgets against adopted and executive plans.
• Perform budget changes in FMS3 and reconcile budget modifications by code.
• Estimate expenditures and prepare analyses for surplus/needs analysis.
• Review and track programmatic and administrative spending with staff guidance.
• Run FMS3/Info Advantage reports and create ad hoc reports for stakeholders.
• Maintain PS tracker using CHRMS reports and assist IPAR identification for vacancies.
• Review OTPS approvals for services and goods and manage encumbrance trackers.
• Review COFs, encumbrance requests, and PRFs for funding availability and authority.
• Monitor contract spending against budget and track direct service contracts.
• Review invoices for supporting docs and approve vouchers.
• Participate in quarterly reports and Financial Dashboard meetings with senior staff.
• Assist in drafting SOPs and support special projects.
