Qualifications

• Bachelor's degree in accounting, public administration, finance or business.
• Three years of experience in financial analysis, budget planning/monitoring or professional accounting.
• Equivalencies allowed: GED/associate's degree with experience; bachelor’s in non-specified field with 5 years experience; master’s with 1 year experience.
• PC skills for spreadsheet analysis and using Advantage Financial Systems (AMS).

Responsibilities

• Assist in preparing annual operating budget including capital, grants, community development, or trusts.
• Create complex forecasting models, historical trend analysis and other financial projections.
• Prepare routine monthly, quarterly, and annual reports on costs, performance, and revenues.
• Review council agenda items for budget data and coordinate with staff.
• Oversee financial system transactions: cash, receivables, payables, and reconciliations.
• Coordinate and review annual budget development with staff and ensure adherence to procedures.
• Communicate with departments, auditors, and service providers to resolve issues.
• Perform other duties as assigned.
