Business Operational Concepts (BOC) is currently seeking a Budget Analyst to support federal client budget planning, SLA development, and cost/capacity analysis. The role turns financial data into clear leadership recommendations and coordinates procurement actions.

The ideal candidate has 3+ years in budgeting/financial analysis, strong Excel skills, and the ability to communicate findings to nonfinancial staff and leadership.

Qualifications

• Bachelor's degree or equivalent experience in finance or related field.
• Three years of budgeting, financial analysis, cost analysis, or program control experience.
• Experience preparing budgets or forecasts and monitoring spending.
• Proficiency in Excel and financial/reporting systems.
• Ability to analyze cost, staffing, capacity and performance data and communicate findings.
• Ability to work with leadership, program staff, procurement staff and nonfinancial stakeholders.
• Strong attention to detail and accuracy in data handling.

Responsibilities

• Develop budgets and forecasts for staffing and operating costs; monitor spending and compliance.
• Support SLA development, including targets, reporting, and escalation procedures.
• Analyze cost of service commitments and assess staffing/resource sufficiency.
• Track service results alongside financial performance and suggest corrective actions.
• Assess impact of demand, funding, or scope changes on budgets and resources.
• Prepare clear financial and operational recommendations for leadership.
• Collaborate with procurement on cost estimates and funding actions.
• Use Excel and financial systems to analyze data and generate reports.
