Qualifications

  • Bachelor's degree or equivalent experience in finance or related field.
  • Three years of budgeting, financial analysis, cost analysis, or program control experience.
  • Experience preparing budgets or forecasts and monitoring spending.
  • Proficiency in Excel and financial/reporting systems.
  • Ability to analyze cost, staffing, capacity and performance data and communicate findings.
  • Ability to work with leadership, program staff, procurement staff and nonfinancial stakeholders.
  • Strong attention to detail and accuracy in data handling.

Responsibilities

  • Develop budgets and forecasts for staffing and operating costs; monitor spending and compliance.
  • Support SLA development, including targets, reporting, and escalation procedures.
  • Analyze cost of service commitments and assess staffing/resource sufficiency.
  • Track service results alongside financial performance and suggest corrective actions.

  • Prepare clear financial and operational recommendations for leadership.
  • Collaborate with procurement on cost estimates and funding actions.
  • Use Excel and financial systems to analyze data and generate reports.

JOB SUMMARY:

Business Operational Concepts (BOC) is currently seeking a seeking a Budget Analyst to work with our federal client. The ideal candidate will support budget planning and execution, service level agreement (SLA) development, cost and capacity analysis, performance reporting, change management, and procurement coordination. The position requires the ability to turn financial and operational information into clear recommendations for leadership and nonfinancial staff.

DUTIES AND RESPONSIBILITIES:

  • Develop budgets and forecasts for staffing and operating costs; monitor spending and support compliance with funding restrictions.
  • Support the development and negotiation of SLAs, including service scope, measurable targets, responsibilities, reporting requirements, and escalation procedures.
  • Analyze the cost of service commitments and determine whether staffing and other resources are sufficient to meet those commitments.
  • Track service results alongside financial performance; identify problems early and recommend or coordinate corrective actions.
  • Assess how changes in demand, funding, or scope affect budgets, resources, and service commitments; support revisions when needed.
  • Prepare clear, plain-language financial and operational recommendations for leadership, department managers, and nonfinancial staff.
  • Work with procurement staff on cost estimates, purchase requests, vendor information, funding actions, and related acquisition support.
  • Use Microsoft Excel and financial systems to analyze data, validate information, prepare recurring reports, and improve budget and reporting processes.
  • Perform other related duties as assigned.

Job Requirements

QUALIFICATIONS:

Required (Minimum) Qualifications – Education, Certification, Experience, and Skills

  • Bachelor's degree in finance, accounting, economics, business administration, public administration, or a related field. Relevant experience may be considered in place of a degree.
  • Three years of experience in budgeting, financial analysis, cost analysis, program control, or a related field.
  • Experience preparing budgets or forecasts, monitoring spending, and analyzing financial information.
  • Proficiency in Microsoft Excel and experience using financial, budgeting, accounting, or reporting systems.
  • Ability to analyze cost, staffing, capacity, and performance information and communicate findings clearly.
  • Ability to work effectively with leadership, program staff, procurement staff, and nonfinancial stakeholders.
  • Strong attention to detail and experience validating financial or operational data.
