Job summary

Virginia Department of Health is seeking a Budget Analyst to act as principal analyst for assigned areas, conducting fiscal, programmatic and policy analysis to inform budgets and recommendations. Qualifications

• Experience conducting financial analysis and budget reviews.
• Knowledge of policies and procedures for finance and budget administration with complex funding sources.
• Experience conducting data analysis and developing financial projections.
• Ability to interpret a variety of complex documents to reach conclusions and present recommendations.
• Excellent organization and time management skills to manage multiple projects and meet deadlines.
• Ability to conduct policy, budget, performance and issue analyses and develop creative recommendations.
• Excellent communication skills, both verbally and in writing.
• Advanced proficiency in Excel.

Responsibilities

• Lead budget and program analysis with guidance from OBM management and develop recommendations for operating budgets.
• Perform budget and program analysis following policies and procedures; research to develop knowledge of assigned areas.
• Identify opportunities to improve program effectiveness and efficiency.
• Support work units and projects and take initiative as needed.
• Ensure Annual Operating Plans (AOPs) meet funding and manpower ceilings.
• Document recommendations and prepare workpapers with timely budget/policy recommendations.
• Forecast allocations and year-end balances; compute revenue projections and evaluate impact of policies.
