Strategic Analysis, Inc. seeks a proactive Financial & Operations Analyst to provide program-level financial execution support to a Government Program Manager.

You will translate budget allocations, spend plans, and milestones into compliant financial transactions, serving as the financial bridge between the Program Office, contracting activities, performing organizations, and external agency partners. Qualifications

• Bachelor's degree in finance, Accounting, Business Administration, Acquisition Management, Economics, or related discipline.
• 5–7 years of direct DoD/IC budget execution or program financial management experience.
• Hands-on experience preparing and tracking PRs, MIPRs, and IAAs.
• Proficiency with FS Form 7600A/B and Treasury G-Invoicing.
• Strong knowledge of DoD FMR 7000.14-R, ADA, Purpose Statute, and Bona Fide Needs Rule.
• Advanced Excel skills and familiarity with government financial systems.

Responsibilities

• Execute day-to-day funding and procurement documentation per PM guidance.
• Lead drafting and tracking of FS 7600A/B through G-Invoicing.
• Manage end-to-end processing of DD Form 448 (MIPR) and coordinate with agencies.
• Assemble audit-ready funding packages with SOW/PWS, IGCE, J&A, D&F.
• Interface with KOs, CORs, and external agencies to resolve funding bottlenecks.
• Track COED across fiscal years and colors of money.
• Monitor program execution benchmarks and identify risks.
• Oversee contract funding burn rates, invoices, and ULOs; lead reviews.
• Support Triannual Reviews and FIAR standards.
• Input and reconcile financial transactions in ERP/financial systems.
• Monitor buy/sell activity and resolve billing discrepancies in G-Invoicing.
• Maintain budget trackers, ledgers, contract registers in Excel/SharePoint.
• Generate recurring and ad-hoc reports and executive dashboards.
• Support mid-year reviews, POM inputs, EOY execution sprints, and drills.
• Participate in status meetings, acquisition reviews, and IBRs.
