Job summary

The Washington State Department of Financial Institutions (DFI) is seeking an Accounting Manager to lead complex accounting projects and oversee the agency's cash receipting operations. You will provide financial guidance, coordinate daily fiscal activities, and support program staff with technical accounting solutions.

The role requires supervisory experience, advanced knowledge of SAAM, and familiarity with Washington State financial systems.

Qualifications

• Bachelor’s degree with 18 quarter/12 semester hours in accounting, auditing, or budgeting.
• Experience with Washington State financial systems.

Responsibilities

• Act as the fiscal representative in agency and statewide projects involving organizational change, process improvement, and policy development.
• Develop, interpret, implement and administer agency fiscal policies, procedures, and processes to ensure that agency business decisions are sound.
• Participate with agency management on complex issues involving statewide financial policies and regulations.
• Ensure compliance with statewide and DFI fiscal policies, procedures, and best practices.
• Ensure compliance with generally accepted governmental accounting and auditing standards.
• Identify, develop, and maintain an effective system of internal controls.
• Analyze, investigate, and resolve accounting transaction discrepancies and policy issues as they arise.
• Manage the day-to-day operations of the fiscal office to include: orchestrating vendor invoice processing and reviewing for compliance with OFM and DES regulations, as well as DFI policies; monitoring coding and documentation for compliance with the agency chart of accounts and OFM regulations; and ensure the timely processing of vendor payments and related transactions.
• Manage the review and processing of travel expense vouchers in the Travel Expense Management System (TEMS).
• Lead the inspection of travel vouchers and make independent judgments regarding compliance with OFM regulations and DFI policies.
• Review source coding for consistency with the agency chart of accounts and OFM regulations.
• Ensure complete and accurate records of agency fixed assets.
• Prepare journal vouchers to make internal transfers, adjustments, and corrections. Oversee the preparation of reports filed with various government agencies on DFI’s behalf, including quarterly reports to IRS, L&I, DOR, and federal 1099 and 1098 Tax forms.
• Supervise fiscal staff and assess employee performance.
