Job summary

Effingham County is seeking a Stormwater & Utility Engineer to plan, design, review, and manage stormwater, drainage, water, sewer, and related utility infrastructure projects.

You will provide technical engineering expertise, manage capital projects from planning through construction, support regulatory compliance, and coordinate with internal departments, consultants, contractors, utilities, developers, and regulatory agencies.

Qualifications

• Bachelor's degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, or closely related field.
• Five years or more of progressively responsible experience in stormwater, drainage, water resources, utilities, civil engineering, or public infrastructure project delivery.
• Knowledge of hydrology/hydraulics, drainage design, utility infrastructure, construction methods, and applicable regulatory requirements.
• Ability to interpret and prepare engineering plans, specifications, calculations, studies, estimates, and technical reports.
• Experience managing consultants, contractors, schedules, budgets, and construction activities.
• Valid driver's license.

Responsibilities

• Plan, design, review, and manage stormwater, drainage, water, sewer, and related utility infrastructure projects.
• Prepare and/or review hydrologic and hydraulic analyses, drainage studies, utility plans, technical calculations, specifications, cost estimates, and construction documents.
• Coordinate with County departments, consultants, contractors, regulatory agencies, and the public.
• Provide engineering support during construction, including submittal review, RFIs, field observations, testing coordination, and project closeout.
