Job summary

Atlas is seeking an Environmental Compliance Specialist (CS Project Manager 2) focused on stormwater compliance in central Connecticut. The role is hybrid, with in-office presence about three days a week and remote work two days per week.

The candidate will lead MS4 program management, SPCC/SWPPP development, and regulatory compliance efforts for municipal and private clients, traveling up to 30%. Strong communication and regulatory interpretation skills are essential.

Qualifications

• Bachelor’s degree in engineering, environmental studies, ecological sciences, or another related technical field.
• At least 5 years of practical experience with environmental compliance requirements, especially related to SPCC Plans and stormwater discharges.
• At least 1 year of stormwater project management experience, with multiple years a plus.
• Preferred but not required – CHMM or other professional certifications (e.g. EIT, P.E., CSP)
• Experience with stormwater and SPCC Plan regulatory programs.
• Proficient in regulatory research and interpretation.
• Knowledge of basic chemical/physical science parameters including but not limited to flash point, boiling point, pH, solubility, and density.
• Clear and concise written and verbal communication skills.

Responsibilities

• MS4 Program Management — Lead implementation of CT DEEP MS4 General Permit requirements, including SWPPP updates, annual reporting, and Minimum Control Measure compliance.
• IDDE Oversight — Coordinate dry‑weather screening, outfall prioritization, mapping updates, and illicit discharge investigations for municipal systems.
• Regulatory Compliance — Ensure adherence to CT DEEP stormwater permits, prepare compliance documentation, and support inspections.
• Developing compliant SPCC Plans and Stormwater Pollution Prevention Plans (SWPPPs) for clients.
• Industrial & Commercial Support — Assist facilities with SWPPPs, routine inspections, benchmark monitoring, corrective actions, and permit renewals.
• GIS & Field Operations — Coordinate field assessments, catch basin inspections, drainage mapping, and data management using GIS platforms.
• BMP Development — Recommend, design, and track stormwater BMPs for municipalities and private clients, including post‑construction and good‑housekeeping measures.
• Erosion & Sediment Control — Prepare and review E&S plans, evaluate construction‑phase controls, ensure CT DEEP Construction General Permit compliance, coordinate field inspections.
• Stormwater System Design — Support design and review of municipal and commercial stormwater infrastructure, including hydrologic/hydraulic calculations and LID integration.
• Project Management — Conduct client and project management activities including proposal writing, cost estimation, oversight, invoicing.
• Environmental Regulatory Compliance — Assist in facility audits and various regulatory reporting.
• Environmental Regulatory Compliance Training — Prepare and conduct training classes for clients.
