Job summary

City of Lubbock seeks a senior leader to direct the Stormwater Compliance department and oversee the Storm Water Management Program (SWMP). You will coordinate with divisions and external stakeholders to ensure regulatory compliance and efficient service.

The role requires a bachelor’s degree in a related field and 5–7 years of management experience, with CPMSM certification within 18 months. A valid driver’s license is required.

Qualifications

  • Bachelor degree in a related field is required.
  • 5–7 years of progressively responsible management experience.
  • Valid driver’s license is required.
  • Certification in Municipal Stormwater Management within 18 months.

Responsibilities

  • Direct, manage, and supervise the Stormwater Compliance department activities.
  • Ensure SWMP compliance with TCEQ permits and related regulations.
  • Educate industries, businesses, and the public on environmental rules.
  • Oversee Stormwater Utility Billing Accounts.
  • Develop, monitor, and revise contracts to meet obligations.
  • Prepare and administer the annual stormwater budget.
  • Prepare agenda items for City Council on stormwater topics.
  • Set goals, develop policies, and ensure timely service.
  • Hire, train, and supervise staff; set priorities and schedules.
  • Interpret complex environmental regulations and enforce compliance.
  • Prepare reports to regulatory agencies and liaison with stakeholders.
  • Perform additional duties as assigned.
