Job summary

The City of Lubbock is seeking a direct, strategic leader to direct, manage, and supervise the Stormwater Compliance department, including the SWMP, billing, investigations, inspections, and enforcement of federal, state, and local regulations. You will coordinate activities with other divisions and stakeholders to ensure timely and compliant service.

Qualifications

• Bachelor's degree in engineering/planning/public administration/business administration/project/program management or related field.
• 5–7 years of progressively responsible management experience or combination of education and experience.
• CPMSM certification within 18 months.

Responsibilities

• Direct and supervise Stormwater Compliance department activities.
• Ensure SWMP compliance per TCEQ permits.
• Educate industries, businesses, and the public on regulations.
• Oversee Stormwater Utility Billing accounts.
• Develop and monitor agreements/contracts for compliance.
• Prepare and administer annual operating budget for Stormwater Utility.
• Prepare agenda items for City Council meetings.
• Set department goals, policies, and procedures.
• Hire, train, and supervise staff; set priorities and schedules.
• Interpret complex environmental regulations.
• Enforce inspections and monitoring for compliance.
• Enforce corrective actions for violations and allocate resources.
• Develop public relations efforts to inform stakeholders.
• Prepare regulatory reports documenting compliance.
