Job summary

The Town of Bluffton is seeking a qualified professional to manage the CIP stormwater drainage and water quality projects. You will oversee design, permitting, bidding, easement processes, grant monitoring, and construction administration for multiple CIP initiatives.

Essential duties include budgeting, contract development, coordination with engineers and third-party consultants, and reporting to Town leadership.

Qualifications

• Bachelor’s degree in civil engineering, construction management, landscape architect, or related field; and five years of related work experience in storm drainage design, construction and inspection.
• Valid South Carolina driver’s license; Defensive Driving Certification; FEMA IS-00100 and IS-00700.
• Knowledge of hydrology and hydraulic engineering; experience with MS4, NPDES, plans and specifications.
• Ability to prepare and present reports; read and interpret construction plans; and manage multiple projects simultaneously.

Responsibilities

• Plan, monitor, budgeting and administering stormwater CIP projects.
• Coordinate design, permitting, bidding, easement acquisitions, and contract administration.
• Prepare solicitations and construction contracts; monitor testing, inspections and quality control.
• Manage easement acquisitions, liaise with Town Attorney and Town Council as needed.
• Support procurement, grant duties, and coordination with utilities and external agencies.
