The Utah Department of Transportation (UDOT) is seeking a highly analytical and collaborative professional to serve as our Statewide Transportation Improvement Program (STIP) Manager. In this dual-capacity leadership role, you will safeguard the integrity of Utah’s multi-billion-dollar transportation programming system while directing UDOT’s Program Finance division. About The Role

The STIP Manager oversees the statewide maintenance, accuracy, and regulatory compliance of UDOT’s STIP and Transportation Improvement Program (TIP) management systems. Operating as a critical nexus between technical data governance and strategic policy, this position manages the data integrity of the Electronic Program Management (ePM) STIP Module—ensuring all project updates, amendments, and funding allocations remain reliable, current, and audit-ready.

Additionally, this position serves as the Division Manager over UDOT’s Program Finance team (a direct staff of six). You will lead daily operations to validate funding eligibility, run scenario analyses, and align funding approval pipelines with UDOT Advertising and the Federal Highway Administration (FHWA). The ideal candidate brings exceptional discretion, strategic judgment, and strong diplomatic skills to coordinate effectively across Metropolitan Planning Organizations (MPOs), executive leadership, and federal partners.

Key Responsibilities
  • STIP Management & Data Governance
    • Maintain total data integrity for the statewide ePM STIP Module across all project management cycles, ensuring accurate tracking of project status, master PINs, transit entries, and funding transfers.
    • Oversee the end-to-end amendment workflow; verify that all scope modifications, funding revisions, additions, deletions, year changes, and roll amendments are correctly reflected in the system.
    • Establish robust internal workflows, documentation standards, and quality-control protocols to ensure repeatable, defensible, and audit-ready operations.
  • Program Finance Division Leadership
    • Direct day-to-day operations for the six-member Program Finance team, facilitating timely, accurate, and compliant review of all state and federal funding requests.
    • Run financial scenario models and evaluate project feasibility to support executive selection of proposed transportation projects.
    • Coordinate closely with UDOT Advertising and the FHWA Finance division to verify funding eligibility, secure prompt authorizations, and prevent project delays prior to construction letting.
  • Stakeholder Coordination & Executive Briefings
    • Serve as UDOT’s primary point of contact for Utah’s Metropolitan Planning Organizations (MPOs) and internal program managers, ensuring alignment on schedules, scopes, and compliance mandates.
    • Proactively identify, mediate, and resolve cross-stakeholder issues that threaten project timelines, advertising deadlines, or approval milestones.
    • Develop visual data displays and deliver high-level presentations to UDOT Executives, the Utah Transportation Commission, MPO leadership, and appointed decision-making bodies.
Qualifications

To qualify for this position, you must meet the following criteria:

  • A Bachelor’s degree (or higher) in Finance Management, Accounting, or a closely related field, plus six (8) years of professional experience in program management, federal/state finance management, or transportation planning
  • Note: Directly related professional experience may be substituted for the education requirement on a year-for-year basis (e.g., 12 years of total related experience if no degree is held).
Preferred Qualifications

Our ideal candidate is someone who posses:

  • Transportation Programming Expertise: Direct experience managing statewide transportation programming systems, including TIP/STIP workflows, project amendment processing, and system governance within an ePM or equivalent environment.
  • Federal Regulatory Knowledge: Deep understanding of FHWA, TIP, and STIP compliance frameworks, including federal funding eligibility criteria, fiscal constraint policies, and required approval documentation.
  • Financial & Analytical acumen: Background leading financial validation processes, modeling funding scenarios, and translating complex program data into clear executive summaries.
  • Supervisory Leadership: Proven track record of managing and mentoring high-performing teams to deliver consistent operational excellence under deadline-driven conditions.
  • Executive Presentation Skills: Demonstrated success briefing public commissions, department directors, and regional governing boards on complex system changes and multi-million-dollar funding requests.
