Job summary

Washington State Department of Health is seeking a Vital Records Program Manager to lead statewide operations, directing registration, amendments, preservation, and certification of vital records. You will set strategy, define standards, and ensure compliant, secure handling across the agency and 39 local health jurisdictions.

Qualifications

• Eight (8) years of progressively responsible experience managing complex programs with regulatory requirements or public services.
• Option 2 requires a Bachelor’s degree or higher and four (4) years of senior program management experience.

Responsibilities

• Lead statewide vital records operations including registration, amendments, preservation, and certification.
• Direct program strategy, performance metrics, and continuous improvement initiatives.
• Develop statewide policies and standards across 39 local health jurisdictions.
• Manage three service areas through supervisors and allocate resources.
• Interpret laws and regulations to guide policy decisions and ensure compliance.
• Oversee vital records technology and system enhancements with IT teams and vendors.
• Protect security and integrity of vital records and coordinate with law enforcement when needed.
• Resolve complex customer issues, appeals, and regulatory risk matters.
