Job summary

Qualifications

• Registered as a professional engineer in Utah.
• Four (4) years of engineering experience following licensure as a PE.
• Bachelor’s degree (or higher) in a related field and at least eight (8) years of professional relevant Rights‑of‑Way experience.

Responsibilities

• Direct statewide permitting operations, programs (Encroachment, CAP, 5G, OAC), and staff performance evaluations.
• Manage program budgets, fee collection, bonding and insurance, and online permit portal technology.
• Ensure compliance with UAC rules, SWPPP/MS4, and FHWA standards in coordination with regional staff.
