Qualifications

• Seven years of IT or administrative services experience.
• Six years of full-time work in any field plus five years in information technology or administrative services.
• An associate’s degree in information technology plus five years of experience in information technology or administrative services.
• A bachelor’s degree plus five years of experience in information technology or administrative services.
• A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services.
• A master’s degree plus four years of experience in information technology or administrative services.

Responsibilities

• OTS Connect Billing Portal Administration: Serves as Product Owner and Super Administrator of the OTS Connect Billing Portal, overseeing implementation, administration, user access, security permissions, and role assignments for internal OTS staff and customer agency/entity security administrators.
• Technology Architecture and Security: Serves as Lead Architect for the design, implementation, and architectural review of new and existing technologies within the Business Section. Coordinates with InfoSec and other OTS sections to ensure compliance with security policies.
• Cost Allocation and Financial Management: Manages development, maintenance, and analysis of cost allocation models to distribute agency costs across OTS lines of service and support rate development.
• Budget Development and Fiscal Analysis: Leads revenue and expenditure forecasts and coordinates with Office of Planning and Budget for IT service demand and funding requirements.
• Rates, Cost Recovery, and Financial Compliance: Establishes service rates and ensures compliance with cost-allocation and financial reporting requirements.
• Performance Measurement and Service Delivery: Tracks and reports service delivery performance, develops data products to evaluate IT initiatives.
• Staff and Operational Management: Directs staff activities and coordinates special projects.
• Policy and Legislative Analysis: Evaluates impact of legislation on complex IT systems and ensures compliance.
