Job summary

State of Louisiana, Division of Administration/Office of Technology Services in Baton Rouge, seeks an experienced analyst to manage statewide IT contracts and procurement processes. Qualifications

• Experience substitution: Every 30 semester hours earned counts as one year of experience. Maximum substitution 120 semester hours for four years.

Responsibilities

• Participates in negotiations and develops highly complex IT contracts and amendments; prepares TORFRs and statements of work.
• Coordinates with Office of State Procurement in accordance with laws and procedures.
• Analyzes complex IT contracts, agreements, and licenses to ensure expirations are identified in advance.
• Provides direct or functional supervision over lower-level OTS personnel and supports executives and managers in procurement, contracts and budget planning.
• Conducts highly complex analyses for contracts and fiscal support within OTS.
• Ensures compliance with Louisiana Procurement Laws, Rules and IT Procurement Guidelines.
