The Commonwealth Interoperability Coordinator's Office (CICO), also known as the Statewide Interoperability Coordinator (SWIC) program, is responsible for coordinating Virginia's statewide public safety communications interoperability efforts. The program works across state, local, tribal, federal, private-sector, and volunteer organizations to strengthen governance, planning, training, operational coordination, and the effective use of interoperable communications systems.
The purpose of this position is to provide programming, project, coordination, and operational support to the Commonwealth's statewide interoperability program. The position assists the Statewide Interoperability Coordinator with implementation of the Statewide Communications Interoperability Plan (SCIP), coordination of statewide and regional governance activities, tracking of interoperability initiatives, stakeholder engagement, development and maintenance of program information, and support of training, exercises, meetings, projects, and special initiatives.
The position serves as a central coordination point for information associated with interoperability initiatives and works directly with public safety communications stakeholders throughout the Commonwealth. The employee is expected to independently coordinate assigned projects and activities, monitor deadlines and deliverables, research and compile information, prepare program materials, maintain records and program data, and facilitate communication among internal and external partners.
While certain duties may include scheduling, meeting coordination, document preparation, and other activities commonly associated with administrative support, these responsibilities are performed in direct support of the statewide interoperability program and its substantive program objectives and are not the primary purpose of the position.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, including irregular work hours, work at locations other than the official duty station, and duties outside the employee's normal responsibilities.
The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
Employment is contingent upon satisfactory results of a fingerprint-based criminal history background check, Division of Motor Vehicle check, employment reference check, and E-Verify. The selected candidate must complete a State of Personal Economic Interests as a condition of employment, if applicable (Va. Code 2.2-3114). Other financial, credit, driving, or degree verification checks prior to employment may be required for certain positions. A one-year probationary period is required of all newly hired and re-hired Commonwealth of Virginia employees.
Reasonable accommodations are available to persons with disabilities during application and/or interview processes per the Americans with Disabilities Act. Minorities, Individuals with disabilities, Veterans, and people with National Service experience are encouraged to apply.
