Job summary

Oregon Counties seeks an experienced HR Manager to serve as the HR partner for multiple agencies, boards, commissions, and DAS divisions in Salem. You will advise on labor relations, investigations, policy interpretation, and workforce strategy to inform daily decisions and long-term planning.

Qualifications

• Bachelor’s Degree in Human Resources Management, Business or Public Administration, Behavioral Sciences or Organizational Development/Behavior; and four years of professional-level human resources experience.
• OR seven years professional-level human resources experience performing duties such as employee relations, investigations, labor relations, policy interpretation, and advising managers on complex HR matters.
• A master’s degree may substitute for one year of professional-level experience.
• SCHRP certification substitutes for six months of professional-level experience.
• SHRM Certified Professional substitutes for one year of professional-level experience.
• PSHRA-SCP substitutes for one year of professional-level experience.

Responsibilities

• Provide high-level HR consultation on personnel rules, labor agreements, and employment law, partnering with managers for consistent decisions.
• Lead and coordinate investigations involving misconduct, discrimination, harassment, and other workforce issues; represent in related matters.
• Guide managers through disciplinary processes, prepare formal actions, and resolve complex employee relations issues.
• Collaborate across agencies to develop HR systems, policies, and workforce strategies for consistent operations.
• Participate in statewide HR initiatives, policy reviews, and special projects with research and recommendations.
