Job summary

Oregon Business Development Department (dba Business Oregon) seeks an HR Generalist (Human Resource Analyst 2) for a job rotation or limited duration appointment ending 2027-06-30. Remote work up to four days per week; in-person at Salem.

You will lead full-cycle recruitments, perform classification and equal pay analyses, and coach employees on HR topics. Qualifications include a 4-year HR degree or related field with two years HR experience; or certifications with three years HR experience; or

Qualifications

• Bachelor’s degree in HRM, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study; two years of HR professional‑level experience.
• Master’s degree may substitute for one year of professional‑level experience.
• SCHRP certification substitutes for six months of HR professional‑level experience.
• SHRM Certified Professional (SHRM-CP) substitutes for one year of HR professional‑level experience.
• PSHRA-CP substitutes for one year of professional HR experience.

Responsibilities

• Recruit full-cycle recruitments including developing job announcements, posting ads, reviewing applications, and participating on interview panels with strong customer service to candidates.
• Outreach at career fairs and networking events to promote agency values and broaden sourcing channels.
• Classification analyses by reviewing duties to ensure proper allocation.
• Equal Pay analyses to evaluate compensation and ensure equity.
• Provide guidance to employees and managers on FMLA/OFLA, workers’ comp, ADA, classification and compensation, recruitment, and performance evaluations.
• Maintain a welcoming and inclusive workplace culture and positive relationships across all levels.

Education

Bachelor’s degree in HR Management or related field

Master’s degree may substitute for one year of experience

SCHRP certification (State Certified HR Professional) substitution

SHRM-CP certification substitution

PSHRA-CP certification substitution
