Job summary

The Department of Administrative Services in Salem, Oregon seeks a Client Agency HR Manager (HR Consultant 1) to partner with multiple agencies and provide expert HR consultation across laws, rules, and policies. You will lead investigations, advise on disciplinary actions, and help shape statewide HR policies and workforce strategies in a hybrid work environment.

Minimum qualifications include a bachelor’s degree and four years of professional HR experience or seven years’ experience;

Qualifications

• Bachelor's degree and four years of professional HR experience, including employee relations, investigations, labor relations, policy interpretation, and advising managers on complex HR matters.
• OR seven years of professional HR experience performing similar duties.
• Equivalency notes may substitute advanced degrees or certifications for work experience.

Responsibilities

• Provide high-level HR consultation on personnel rules, labor agreements, and employment law, partnering with managers to make well-supported decisions.
• Lead and coordinate investigations involving misconduct, discrimination, harassment, and other workforce issues; represent the agency in EEO/related matters.
• Guide managers through disciplinary processes, prepare formal actions, and resolve complex employee relations issues.
• Collaborate across agencies to develop HR policies, procedures, and workforce strategies for consistency.
• Participate in statewide HR initiatives, policy reviews, and special projects with research and recommendations.
