Job summary

The State of Delaware Department of Finance seeks a Director for the Division of Accounting to provide statewide leadership and management of accounting, payroll compliance, internal control, and financial reporting for all state entities including schools and higher education.

The Director will oversee the ACFR, payroll compliance, and the ERP system, guiding modernization efforts and ensuring accurate financial information for management and the public.

Qualifications

• Bachelor's degree in Business, Finance or Accounting or related field is required.
• Five years of experience in financial reporting, general ledger, accounts receivable and accounts payable.
• Three years of experience managing accounting operations.

Responsibilities

• Provide leadership for financial management activities throughout state government.
• Establish and implement policies, procedures and regulations for statewide accounting and payroll systems.
• Lead the completion of the Annual Comprehensive Financial Report (ACFR) to secure a clean audit and GFOA recognition.
• Manage statewide payroll compliance with state and IRS regulations.
• Publish interim financial statements and the year-end ACFR to show financial conditions.
• Oversee the State’s Financial Accounting ERP system and its modernization projects.
