Details
Project Management: Provide oversight and management of construction activities, including administering engineering and construction contracts; review and approve plans and specifications; conduct research for land acquisition; manage and maintain comprehensive project records; perform financial analyses and process pay estimates; oversee quality control for new construction projects; generate construction progress reports; coordinate new construction activities with operations sections such as water and wastewater; prepare and review construction change orders; and collaborate with relevant agencies such as BCEO, OEPA, ODOT, OPWC, USDA.
- Design and Planning: Participate in the design and development of water and wastewater facilities, including water mains, sewer lines, lift stations, booster stations, etc.; prepare detailed drawings, specifications, and contract documents; research property and right-of way issues; develop and maintain water and collection system models for infrastructure analysis and future planning; evaluate and update department policies, procedures, and specifications; prepare detailed monthly, quarterly, and annual reports that document section and system activities; and develop and utilize GIS applications for enhanced project planning.
- Review and Coordination: Review preliminary design plans and collaborate with consulting engineers; meet regularly with BCDES personnel to align operational and design priorities; minimize post-design modifications through proactive planning and coordination; and actively participate in the development of long-range strategic plans.
- Capital Improvement Planning (CIP) and Budgeting: Conduct evaluations of water and sewer systems to determine the necessity for capital improvements; participate in the development and updating of the CIP; formulate and implement engineering policies related to the CIP; develop financing strategies for budgeting and accounting purposes; and provide advice to the Accounting Section for Comprehensive Annual Financial Report (CAFR) preparation.
- Supervision and Leadership: Provide supervision and leadership to direct reports, including technical assistance, setting goals and assignments as well as support of daily duties. Formulate, affect, interpret, and implement department policies and procedures. Conduct onboarding, development and training, performance evaluations, application of personnel policies, and performance management. Approve expenditure requests as required. Monitor employees’ schedules and hours worked.
- Consultation and Problem Solving: Consult with field operations personnel to provide engineering solutions and address operational challenges; resolve exception conditions and manage special projects; deliver exceptional customer service and permit-related support; provide cross-training opportunities to co-workers to enhance team capabilities.
- Safety Requirements: Meet all job safety requirements and all applicable OSHA safety standards that pertain to essential functions; demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
Qualifications
Bachelor’s degree in engineering; and
- Sufficient environmental and water resource engineering experience that demonstrates knowledge of the design, construction, and operation of water distribution pumping and storage facilities and wastewater collection pumping, storage, and treatment facilities, including use of GIS and modeling tools; or
- Any combination of education, experience and/or training equivalent to the stated minimum qualifications with a minimum of 5 years of water resources engineering experience.
