Job summary

Ohio Water Environment Association is seeking an Engineering and Construction Manager to oversee consulting contracts and major construction projects, coordinate the development of the Capital Improvement Program, and ensure project compliance with regulations.

The role leads design and review of water and wastewater facilities, supervises the engineering team, and provides technical guidance to leadership, while maintaining OSHA safety standards.

Qualifications

• Bachelor’s degree in engineering; environmental engineering experience preferred.
• Five years experience in water distribution and wastewater collection and treatment systems; or an equivalent combination of education/experience.

• Manage consulting engineering contracts and major construction projects.
• Lead design of water and wastewater facilities; prepare drawings, specifications and contract documents.
• Supervise the engineering section; assign work and provide guidance.
• Provide technical consultation to Director, Deputy Director and staff.

Engineering and Construction Manager

Details

• Management and planning: Manage consulting engineering contracts and major construction projects; review financial aspects of engineering and construction projects; coordinate the development of the Capital Improvement Program; coordinate projects with other government entities; assist Accounting Section in tracking construction costs and departmental assets and preparation of the CAFR; interpret water and sewer systems modeling scenarios; identify and assist with removal of inflow and infiltration; and prioritize cast iron replacement projects.
• Design and plan review: Lead and perform the design of various water and wastewater facilities such as water mains, sewer mains, lift stations, etc.; prepare drawings, specifications and contract documents; review preliminary plans and reports; meet with field personnel to coordinate operational and design concerns; and review water and sewer system evaluations to determine the need for capital system improvements.
• Supervision: Supervise the engineering section; assign work; give guidance on designs and methodology of completing work assignments, inspect and evaluate completed work; approve leave requests; provide training and instruction; and recommend discipline as needed.
• Consultation: Provide expertise in the operation of the Water Distribution, Wastewater Collection, and Treatment Systems; consult with non-departmental experts with regards to departmental operations; provide assistance to Director, Deputy Director, and Division Head as well as Section Managers with regards to technical matters; and provide technical assistance to the Staff Engineers, Engineering Aides and Inspectors with regards to Departmental policies.
• Meet all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Qualifications

• Bachelor’s degree in engineering and environmental engineering experience that demonstrates knowledge of the design, construction, and operation of water distribution and wastewater collection and treatment (Masters degree preferred); and
• Five (5) years experience in water distribution and wastewater collection and treatment systems; or
• Any combination of education, experience and/or training equivalent to the stated minimum qualifications.
