PURPOSE OF DIVISION

The purpose of the Houston Airport System (HAS) Maintenance, Airside Operations and Maintenance (AOM) Business Unit is to effectively deliver self-performed maintenance services across all three HAS airports, ensuring airside facilities, infrastructure, equipment, and operational assets remain safe, reliable, and fully functional to support safe and efficient airport operations.

PURPOSE OF THE POSITION

The Airside Operations and Maintenance (AOM) Staff Analyst position supports operational excellence within Houston Airport System (HAS) by analyzing operational performance, improving business processes, and providing administrative and analytical support for maintenance programs and service contracts. The position transforms operational data into meaningful insights that enhance decision making, strengthen accountability, improve resource allocation, and support continuous improvement while ensuring compliance with regulatory and departmental requirements.

Serving as a key resource to maintenance leadership, the Staff Analyst supports Part 139 and OSHA regulatory readiness, professional development records, badging and access processes, analyzes financial, inventory, and staffing data, prepares operational and financial reports and performance dashboards, and evaluates key performance indicators (KPIs) for multiple maintenance service contracts. Through data-driven analysis and collaboration across multiple functional areas, this position advances the strategic goals, operational efficiency, financial sustainability, and effectiveness of the HAS AOM Department.

Responsibilities
  • Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.
  • May be assigned management responsibilities on a limited basis for certain functions, units or programs.
  • Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
  • Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of simple to medium complexity.
  • Represents supervisor at meetings and functions generally to gather information.
  • Handles highly confidential information.
  • Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.
  • May participate in the development of management and administrative policies, procedures and master plans with both short and long term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.
  • Negotiates solutions for problems of simple to medium complexity as assigned by supervisor.
  • Interprets administrative policies and oversees communication with department personnel regarding these policies.
  • Participates in evaluation and design of workflow, processes, various operations systems, etc.
  • Develops technological solutions and systems for continuous improvement programs and other appropriate applications.
  • Analyze contract performance and KPI data for Maintenance Department service contracts.
  • Prepare reports and communication materials for internal and external audiences, including executive leadership.
  • Assist in managing divisional financial operations including budget planning, cost analysis and expenditure control.
  • Experience analyzing operational data, developing reports, and supporting performance improvement initiatives in an aviation environment.
WORKING CONDITIONS

The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.

Minimum Requirements
EDUCATIONAL REQUIREMENTS

Requires a Bachelor’s Degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

Experience Requirements

Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

License Requirements

May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.

PREFERENCES
  • Experience supporting Airline or Airport Operations in a commercial airport environment.
  • Working knowledge of FAA Part 139 regulations and experience supporting compliance initiatives at a large-hub commercial airport, preferably one recognized among the 50 busiest airports by the Airports Council International (ACI).
  • Experience developing, tracking, and analyzing Key Performance Indicators (KPIs), creating standardized reports and dashboards, and contributing to Standard Operating Procedures (SOPs) and process improvements that enhance operational efficiency and regulatory compliance.
  • Experience supporting Safety Management System (SMS) initiatives or similar safety management programs within an airport or airline environment, including safety reporting, data analysis, hazard identification, risk assessment, and performance monitoring.
  • Experience tracking employee training requirements, maintaining training documentation, and monitoring compliance with mandatory training programs in a regulated operational environment.
  • Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
