Job summary

Maryland State Retirement Agency in Baltimore seeks a Network Systems Administrator II to install, configure, and maintain enterprise networks and server systems in support of agency programs. You will manage LAN/WAN, VoIP, virtualization, and security controls, ensuring system stability and security across the organization.

Responsibilities include design/support of networks, server and application management, cloud/backup maintenance, and disaster recovery planning.

Qualifications

• Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience: Three years of experience administering multi-tiered client-server software systems with multi-layers of application security in an organization with extensive level of program integration and reliance on technology and advanced desktop management and troubleshooting or three years of experience designing and managing medium and complex local and wide area networks and configuring devices such as hubs, switches, routers, wireless access points, firewalls and load balancers.
• Candidates may substitute the possession of a bachelor’s degree in an IT related field from an accredited college or university for two years of required experience.
• Candidates may substitute the possession an associate’s degree in an IT related field from an accredited college or university for one year of required experience.

Responsibilities

• Network Infrastructure Management: Participating in the design and support of the networks that keep the agency’s systems operational.
• Working with technology such as switches, routers, wireless access points, firewalls, load balancers to ensure networks are secure and reliable.
• Keeping network documentation clear, up to date, and easy for the team to follow.
• Server & Systems Administration: Deploying, configuring and managing enterprise servers and applications, including virtualized and containerized environments.
• Supporting the end user computing environment, ensuring desktops and laptops are secure and ready for daily operations.
• Monitoring systems health, installing updates, troubleshooting issues, and rolling out improvements.
• Storage, Cloud, & Backup Platform Maintenance: Maintaining storage, cloud services, and backup systems to protect data and ensure recovery readiness.
• Technology Integration & Project Delivery: Researching, evaluating and introducing new technologies to improve efficiency; leading or contributing to IT projects.
• Policy, Security, & Compliance Support: Writing and maintaining IT policies, strengthening security posture, disaster recovery planning.

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System（“System”）。 The System is a defined benefit retirement system covering State and local government employees of Maryland. It’s composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 433,000 participants (customers), including 210,000 members who are actively employed and participating in the System, 179,000 payees who receive a monthly payment from the System, and 44,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date。

MAIN PURPOSE OF JOB

A State Retirement and Pension System (SRPS) Network Systems Administrator II is the full performance level of work responsible for installing, configuring, and maintaining enterprise hardware and software systems, in close support of business programs and administration and also day‑to‑day operation of Agency networks (e.g. LAN, WAN, wireless and VoIP) within the SRA Information Systems division。

POSITION DUTIES

Network Infrastructure Management

• Participating in the design and support of the networks that keep the agency’s systems operational – local and wide‑area networks。
• Working with technology such as switches, routers, wireless access points, firewalls, load balancers, and other critical network infrastructure to ensure the networks are secure and reliable。
• Keeping network documentation clear, up to date, and easy for the team to follow。

Server & Systems Administration

• Deploying, configuring and managing enterprise servers and applications, including virtualized and containerized environments that power the agency’s line of business applications。
• Supporting the end user computing environment, ensuring desktops and laptops are consistently maintained, secure, and ready for daily operations。
• Monitoring systems health, installing updates, troubleshooting issues, and rolling out improvements that ensure system stability and performance。
• Assisting with advanced workstation setups and helping to resolve complex technical challenges for end users。

Storage, Cloud, & Backup Platform Maintenance

• Maintaining the agency’s storage, cloud services, and backup systems to protect data and ensure the agency is prepared for any recovery scenario。
• Supporting key communication technologies like VoIP, call center systems, messaging platforms, and A/V setups across the agency。

Technology Integration & Project Delivery

• Researching, evaluating and introducing new technologies to improve operational efficiency and innovation。
• Leading or contributing to IT projects, working closely with cross functional teams to deliver successful outcomes。
• Clearly communicating technical updates and project changes in a way that works for both technical and non-technical audiences。

Policy, Security, & Compliance Support

• Helping write, refine, and maintain IT policies, standards, and procedures that support a secure and well managed environment。
• Strengthening agency’s security posture by implementing best practice controls and supporting compliance initiatives。
• Playing a key role in disaster recovery planning, testing, and documentation to ensure business continuity。
• Assisting in the development of user training materials。

Other Technical and Operational Support Duties

• Creating and maintaining strong internal security controls and identity management practices。
• Tracking and documenting system configurations, equipment, and software assets across the enterprise。
• Applying project management skills to plan and deliver technology solutions on schedule, coordinating with stakeholders and end users。
• Assisting in the tracking and procurement of all systems hardware, software and applicable warranties and other related contracts。

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate。

6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in Information Technology field of work on a year-to-year basis for the required experience。

SELECTIVE QUALIFICATIONS

• One year of experience supporting a Microsoft Windows server and Active Directory in a business environment or one year of experience supporting Microsoft Azure or Microsoft 365 enterprise workloads。

DESIRED OR PREFERRED QUALIFICATIONS

• Possession of industry‑recognized certifications, such as CompTIA A , Network , or Microsoft certifications, reflecting a strong foundation in core infrastructure technologies。

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties shall be required to possess a motor vehicle operator’s license valid in the State of Maryland。

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call‑in 24 hours a day and be required to work evenings, weekends, and holidays when systems are down or to work on systems that need to be repaired or replaced during non‑business hours and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached。 Employees may be furnished with a pager or cell phone。 Applicants for this classification may handle sensitive data。 This will require a full scope background investigation prior to appointment。 A criminal conviction may be grounds for rejection of the applicant。 Employees may occasionally be required to travel to the main office during off hours, or field locations, and must have access to an automobile in the event a state vehicle cannot be provided。 Standard mileage allowance will be paid for use of a privately owned vehicle。 The work may require moving computers, printers and other IT related equipment weighing up to 80 pounds。

SELECTION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire。
