Terrnmain purpose of this position is to serve as the Maryland Department of PublicSafety and Correctional Services' (“DPSCS” or the “Department”) Socioeconomic Liaison. The position is responsible for the development and implementation of policies, procedures and guidelines to facilitate effective and efficientrndepartment-wide socioeconomic programs, including Minority Business Enterprisern(MBE), Small Business Reserve (SBR), Veteran-Owned Small Business Enterprisern(VSBE), and Small Business Preference (SBP). As the Socioeconomic Liaison, the position serves as a link between DPSCS, the Maryland Department of Social andrnEconomic Mobility (DoSEM), and Department of General Services (DGS). This position is responsible for advising and making recommendations to DPSCSrnProcurement Staff on issues related to socioeconomic programs. Additionally,rnthis position attends socioeconomic and procurement-related meetings, conductsrnresearch, prepares reports on issues to be reviewed by the Deputy Secretary ofrnAdministration and other DPSCS stakeholders for corroboration and consistencyrn in the implementation of the socioeconomic programs. rnInrnthe Socioeconomic Liaison capacity, this individual serves as the subjectrnmatter expert for all agency goal-setting initiatives, playing a pivotal rolernin the strategic oversight of the Procurement Review Group (PRG) process andrnworkflow within DPSCS. Key responsibilities include researching availablernsmall, minority, and veteran-owned businesses for solicitations; developingrnstandard operating procedures for market research; and ensuring the properrntraining of stakeholders across the agency. This position is responsible forrnthe development, implementation, monitoring, evaluation, and compliance of thernMBE, VSBE, SBR, and SBP programs, and works to consistently improve programrnperformance throughout the Department by providing compliance and oversight onrnall contracts containing socioeconomic commitments – including investigatingrncomplaints, resolving contract issues involving MBE, VSBE, SBR, and SBP firms,rnand collecting and submitting required program reports to the Department andrncontrol agencies. This position also represents DPSCS before elected andrnappointed officials, outside agencies, and at community, public, and outreachrnevents, and supervises two MBE Compliance Officers responsible for analysis,rncompliance, reporting, and outreach. rnAs to the MBE LiaisonrnOfficer requirement, this position is responsible for responsible forrncoordinating agency outreach efforts to the minority business community,rnreviewing agency contracting procedures to ensure compliance with this chapter,rnassisting in the resolution of contracting issues, and for submitting requiredrnMBE program reports or information. As to the VSBE Liaison, this position isrnresponsible for coordinating agency outreach efforts to the veteran businessrncommunity, reviewing agency contracting procedures to ensure compliance withrnthis chapter, assisting in the resolution of contracting issues, and forrnsubmitting required VSBE Program reports or information. As to the SBR LiaisonrnOfficer requirement, this position is responsible for coordinating thernprocurement unit’s outreach efforts to the small business community, reviewingrnthe unit’s contracting procedures to ensure compliance with small businessrnreserve requirements, assisting in the resolution of small business reserve. rn
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. rnExperience: Six years of administrative staff or professional work. rnNotes: rn1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. rn2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. rn3.
