You will leverage both legacy and open‑source technologies to design, develop, and support travel and expense solutions.

The role requires deep knowledge of T&E policies, experience with Jira, SAP Concur, and TMC concepts, plus strong Agile project management and stakeholder communication skills.

Qualifications

• 4+ years of experience defining T&E services requirements and performance metrics.
• Familiarity with Federal policies and T&E business frameworks.
• Knowledge of travel software solutions such as SAP Concur.
• Background in Travel Management Company (TMC) and PNR elements.
• Experience documenting system requirements and traceability using a tool like Jira.

Genesis Consulting has an immediate opportunity for an experienced, forward thinking Senior Technical Business Analyst and Federal Travel and Expense (T&E) Subject Matter Expert with a passion for growth and business transformation for a Federal client in the Washington, DC area. Duties and Responsibilities

The Sr. Technical Business Analyst will define travel and expense services requirements and performance metrics through awareness of relevant Federal policies, T&E Federal Integrated Business Framework standards, research and fact-finding combined with an understanding of applicable T&E commercial and Federal services. Other duties include but may not be limited to:

• Develop and maintain T&E business modeling, process modeling, and T&E service configuration design documents for the client initiative.
• Conducts assessment of current and future state needs and related gap analyses; provides corrective action, as applicable.
• Participate in evaluation requirements and test scenarios.
• Develop related communications material to garner leadership and stakeholder alignment and endorsement.
• Provide advice and guidance to federal counterparts on industry best practices.
• Provides meeting management support as necessary.

Requirements

• 4+ years of experience with defining T&E services requirements and performance metrics through awareness of relevant Federal policies, research and fact-finding combined with an understanding of applicable T&E commercial and Federal services.
• Knowledge of travel and expense software solutions such as SAP Concur or similar.
• TMC (Travel Management Company) background and understands PNR elements.
• Strong Agile Project Management skills, including backlog refinement, sprint planning, stakeholder alignment, iterative analysis, and delivery against milestones.
• Performs analysis of business and user needs and assesses performance to defined requirements and performance metrics.
• Conducts assessment of current and future state needs and related gap analyses; providing corrective action and creates deliverables independently.
• Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
• 4+ years of experience with documenting system documentation and requirements/traceability using a holistic requirements management tool, such as Jira.
• 4+ years of experience in a Digital Business Analyst, project management or similar role.
• Strong analysis and documentation skills for creating End-to-End business scenarios for the development of test cases and execution.
• Strong analytical and industry relevant product management skills required, including a thorough understanding of interpreting customer business needs into operational requirements.
• Strong knowledge of web applications, client server applications, legacy applications, and database concepts.
• Knowledge and the ability to identify the interdependencies of key business processes, functions, and risks.
• Bachelor’s Degree required
