Responsibilities

  • Provide senior functional and technical subject matter expertise for UFMS/Oracle Federal Financials, including analysis of configurations, integrations, interfaces, customizations, and new development activities.
  • Lead and support requirements gathering, fit-gap analysis, solution development, configurations, and troubleshooting activities in partnership with business owners and technical teams.
  • Work effectively with diverse functional and technical resources to plan and execute technical approaches and resolve complex issues.
  • Support configuration and integration across multiple functional areas; analyze end-to-end business processes to ensure solutions align to operational needs and control requirements.
  • Execute and support the full end-to-end change management process: review technical documentation; create functional documentation; document business justification; perform impact analysis; support change requests on calls/in meetings; and assess change effectiveness in production.
  • Apply ITIL-aligned service management concepts and application support processes; analyze system functionality and requirements; diagnose problems and provide sound decisions and recommendations.
  • Develop, modify, and improve directives, instructions, job aids, and manuals; identify gaps requiring improved communication and guidance; ensure documentation is accurate and usable for stakeholders.
  • Interact with stakeholders at various levels to gain understanding and/or acceptance of complex and potentially controversial issues; communicate effectively in writing and verbally to support decisions and outcomes.
  • Contribute to the overall strategic vision for implementation and operational support by integrating a broad range of ideas and best practices across functional and technical domains.
  • Undertake implementation and support efforts involving multiple disciplines; coordinate across teams and stakeholders when changes may impact multiple business units and downstream systems.
  • Document system processes and maintain requirements traceability to ensure alignment between business needs, approved changes, configurations, and delivered solutions.
  • Provide expert analysis and support for UFMS/Oracle Federal Financials modules, configurations, and integrations; partner with operations teams to troubleshoot and resolve incidents and systemic defects.
  • Support solution design and implementation activities for interfaces, customizations, and new development; validate impacts across integrated systems and environments.
  • Participate in and/or lead working sessions and reviews to support change requests and deployments, ensuring appropriate documentation, approvals, and stakeholder understanding.
  • Identify and recommend improvements to system support processes, documentation, and communications; help drive consistent, high-quality service delivery in a complex Federal financial environment.

Program Overview

The Indian Health Service (IHS) uses the Unified Financial Management System (UFMS) to support agency-wide financial management operations, including budget execution, funds control, accounting, reporting, and integration with upstream and downstream business processes. This program supports secure, compliant, and reliable UFMS operations and continuous improvement to ensure IHS stakeholders have accurate, timely financial information to meet mission needs.

As part of this effort, the team partners with IHS finance and business owners, system administrators, and external stakeholders to plan and execute releases, manage incidents and service requests, maintain documentation and controls, and drive process and system improvements. The work is highly visible and directly supports stewardship of Federal funds, audit readiness, and operational continuity across IHS.

Position Overview

RIVA is seeking a Senior Subject Matter Expert (SME) to provide advanced functional and technical expertise supporting the IHS Unified Financial Management System (UFMS) and Oracle Federal Financials environment. This role partners with stakeholders and delivery teams to analyze requirements, assess system impacts, and guide solution design, configuration, troubleshooting, and continuous improvement across multiple integrated financial and business processes.

The Senior SME understands configuration and integration across multiple functional areas and supports the full end-to-end change management lifecycle—reviewing technical documentation, producing functional documentation and justifications, performing impact analyses, supporting change requests in meetings, and assessing change effectiveness in production. The position requires excellent written and verbal communication, the ability to engage stakeholders at multiple levels on complex issues, and the ability to contribute to strategic vision while delivering implementation and support efforts that may impact multiple business units.

Minimum Qualifications
  • Bachelor’s degree in Business Administration, Computer Science, Information Systems, Information Systems Management, Computer Programming, or a related field with extensive coursework in computers and applications.
  • Minimum of 10 years of progressive experience working with Oracle Federal Financials and/or providing other relevant information technology support.
  • Extensive experience with both technical and functional aspects of requirements gathering, fit-gap analysis, development, configuration, troubleshooting, and related skill sets.
  • Experience collaborating with a variety of functional and technical resources such as programmers, database administrators, network architects, system engineers, and other subject matter experts.
  • Excellent oral and written communication skills, including the ability to document and explain complex concepts to technical and non-technical audiences.
  • Ability to obtain and maintain the required clearance/public trust, as applicable to the contract.
Preferred Qualifications
  • Preferred experience implementing and providing operational support for Oracle Federal Financials Modules (12.2.6), including General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), Federal Administrator for Budget Execution (BE), and Fixed Assets (FA).
  • Preferred experience implementing and providing operational support for PRISM, Hyperion applications, and Essbase.
  • Experience with key components and systems within HHS such as CAN/BACS crosswalk, Accounting For Pay System (AFPS), GovTrip, GATES, Payment Management System, CARS, and GTAS.
  • Experience with e-invoicing and g-invoicing; robotic process automation (RPA) experience is a plus.
  • Experience documenting system processes and requirements traceability; demonstrated ability to interact with stakeholders to gain understanding or acceptance of complex issues.

The salary or salary range for this role reflects an estimated range informed by multiple compensation factors. Final offers may vary based on considerations such as relevant experience, education and training, critical skillsets, and overall business needs.

Pay range

$150,000 - $175,000 USD
