Job summary

Hargrove Engineers & Constructors is seeking an experienced Subcontracts Administrator to manage prequalification of suppliers, negotiate terms, and execute subcontracts for EPC projects in Alabama. The role involves bid package development, PO issuance, and expediting, with extensive supplier relationship management.

Ideal candidates have 15+ years in supply chain/subcontract administration within EPC and related heavy industries, plus strong negotiation, contract knowledge, and ERP

Qualifications

  • At least 15 years of experience in supply chain management and subcontract administration.
  • EPC environment and petrochemical, pulp & paper, power, and manufacturing industries experience.
  • Strong negotiation and contract analysis skills.

Responsibilities

  • Prequalify suppliers/contractors and negotiate terms.
  • Execute subcontracts and sourcing agreements.
  • Develop bid packages and issue purchase orders.
  • Track subcontract funding and monitor progress.
  • Maintain subcontract records and assist in payments/completions.
  • Coordinate risk and price analysis of subcontractors.

Job description

Generally responsible for prequalifying suppliers/contractors, negotiating terms and conditions, and executing subcontracts as required for projects. Responsibilities may also include developing bid packages, executing purchase orders, expediting, and writing assisting in revising company procedures. This work will be performed with minimal supervision.

What You'll Be Doing

Generally responsible for prequalifying suppliers/contractors, negotiating terms and conditions, and executing subcontracts as required for projects. Responsibilities may also include developing bid packages, executing purchase orders, expediting, and writing assisting in revising company procedures. This work will be performed with minimal supervision.

Key Responsibilities Will Include But Are Not Limited To
  • Primary responsibilities will include but not be limited to:
  • Developing and issuing non-disclosure agreements.
  • Developing strategic sourcing agreements.
  • Executing subcontracts and sourcing agreements.
  • Tracking and managing subcontract funding in relation to progress.
  • Closing out service orders following confirmation of the successful completion of all contractual and procedural requirements.
  • Maintaining subcontract records in accordance with company policy.
  • Preparing commercial bid analysis and recommendation for award.
  • Monitoring subcontractor performance and attending meetings with subcontractors to review subcontract status and discuss open issues.
  • Managing supplier database and supplier/contractor prequalification process.
  • Developing and maintaining supplier/contractor relationships.
  • Knowledge of the execution of projects.
  • Interpreting project scopes, statements of work, and project schedules.
Ideal Background

Education: High School Diploma or equivalent is required. Bachelor of Science degree in related field from an accredited university is highly preferred.

Certification: Certification is not required for this position.

Experience: This position requires at least 15 years of relevant professional experience in Supply Chain Management, specifically in subcontract administration. Relevant experience in an EPC environment and petrochemical, pulp and paper, power, and manufacturing industries required.

Required Knowledge, Skills, And Abilities
  • Experience with the subcontracts in an EPC environment with related experience in petrochemical, pulp and paper, power, and manufacturing.
  • Conduct and coordinate risk and price analysis on potential subcontractors to determine ability to administer awards in compliance with Client requirements.
  • Ability to gain knowledge of and apply company standards.
  • Ability to organize effectively and execute contracts.
  • Proficiency in contract language and commercial terms and conditions.
  • Working knowledge and understanding of contract law and the UCC.
  • Extreme attention to detail.
  • Ability to effectively negotiate contract conditions with suppliers and/or contractors.
  • Complete knowledge and understanding of payment terms.
  • Excellent listening and communication skills, both verbal and written.
  • Proficient in the use of Enterprise Resource Planning (ERP) software (such as Microsoft Dynamics).
  • Proficient in the use of Microsoft Office Suite.

  • Ability to sit, stand, or walk for long periods of time.
