Job summary

Hargrove Engineers + Constructors is seeking an experienced Subcontracts Manager to lead the prequalification, negotiation, and execution of EPC subcontracts in a petrochemical and manufacturing context. Qualifications

  • High School Diploma or equivalent required; BS in a related field preferred.
  • Minimum 15 years of professional experience in supply chain management, specifically subcontract administration in an EPC environment.
  • Experience with subcontracts in petrochemical, pulp and paper, power, and manufacturing industries.
  • Proficiency in contract language and commercial terms; knowledge of contract law (UCC) and payment terms.
  • Ability to negotiate contract conditions with suppliers/contractors and conduct risk and price analyses.

Responsibilities

  • Prequalify suppliers/contractors and negotiate terms and conditions.
  • Execute subcontracts and sourcing agreements.
  • Develop bid packages and purchase orders; expediting where needed.
  • Maintain subcontract records per policy and monitor funding against progress.
  • Close out service orders after all contractual requirements are met.
  • Monitor supplier performance and coordinate with subcontractors on issues.
  • Manage supplier database and prequalification processes; develop relationships.

Job description

What You'll Be DoingJob Scope:Generally responsible for prequalifying suppliers/contractors, negotiating terms and conditions, and executing subcontracts as required for projects. Responsibilities may also include developing bid packages, executing purchase orders, expediting, and writing assisting in revising company procedures. This work will be performed with minimal supervision.Key responsibilities will include but are not limited to:Primary responsibilities will include but not be limited to:Developing and issuing non-disclosure agreements.Developing strategic sourcing agreements.Executing subcontracts and sourcing agreements.Tracking and managing subcontract funding in relation to progress.Closing out service orders following confirmation of the successful completion of all contractual and procedural requirements.Maintaining subcontract records in accordance with company policy.Preparing commercial bid analysis and recommendation for award.Monitoring subcontractor performance and attending meetings with subcontractors to review subcontract status and discuss open issues.Managing supplier database and supplier/contractor prequalification process.Developing and maintaining supplier/contractor relationships.Knowledge of the execution of projects.Interpreting project scopes, statements of work, and project schedules.Ideal BackgroundEducation: High School Diploma or equivalent is required. Bachelor of Science degree in related field from an accredited university is highly preferred.Certification: Certification is not required for this position.Experience: This position requires at least 15 years of relevant professional experience in Supply Chain Management, specifically in subcontract administration. Relevant experience in an EPC environment and petrochemical, pulp and paper, power, and manufacturing industries required.Required Knowledge, Skills, and Abilities:Experience with the subcontracts in an EPC environment with related experience in petrochemical, pulp and paper, power, and manufacturing.Conduct and coordinate risk and price analysis on potential subcontractors to determine ability to administer awards in compliance with Client requirements.Ability to gain knowledge of and apply company standards.Ability to organize effectively and execute contracts.Proficiency in contract language and commercial terms and conditions.Working knowledge and understanding of contract law and the UCC.Extreme attention to detail.Ability to effectively negotiate contract conditions with suppliers and/or contractors.Complete knowledge and understanding of payment terms.Excellent listening and communication skills, both verbal and written.Proficient in the use of Enterprise Resource Planning (ERP) software (such as Microsoft Dynamics).Proficient in the use of Microsoft Office Suite.Physical Requirements:Ability to sit, stand, or walk for long periods of time.Hargrove CultureWe work to create an environment founded on trust, personal integrity, and a “team mentality” so that each person understands the value of their contributions both on a project and company-wide level.
