Qualifications

  • 7+ years of experience in technical program management or software development leadership.
  • Experience shipping large-scale programs with scheduling, resource planning, risk management, and stakeholder communication for senior-level audiences.
  • Technical aptitude to understand distributed systems and data/AI pipelines and translate issues into actions.
  • Experience defining program KPIs/OKRs and tooling to track them.
  • Experience owning budgets and costing, with Finance partnership.
  • Ability to surface risks with data-backed proposals for team alignment.
  • Knowledge of SDLC and PM methodologies (Agile, Scrum, hybrid).
  • Bachelor-level technical degree or equivalent professional experience.

About the role and team

Leading in a high-growth environment means setting direction in motion, not waiting for perfect conditions. As a Senior Technical Program Manager in Uber's Financial Risk Management (FRM) Compliance Tech team, you will drive structure and coordination for large-scale, complex technology initiatives that modernize how Uber runs its most critical compliance and financial-risk programs — from controls automation and GRC tooling to the data and AI systems that power real-time risk intelligence. This role is about navigating the reality of transforming manual, judgment-heavy compliance work into automated, data-driven, AI-assisted workflows while the business moves at high velocity.

You will be a strategic operator and cross-functional influencer, owning the end-to-end lifecycle of technical programs that span Engineering, Data/AI, Compliance and Finance partners. You will make data-driven decisions on prioritization, manage complex dependencies across teams and delivery partners, and directly impact the cost, quality, and auditability of Uber's control environment. We are looking for a professional who can solve architectural and process puzzles and elevate technical program management standards across a lean, high-leverage, globally distributed team.

What you'll do
  • Own the end-to-end lifecycle of the multi-year Compliance Tech roadmap, coordinating delivery across three areas — tooling enablement, platform engineering, data, and risk intelligence & AI.
  • Lead complex technical programs from inception to delivery, resolving cross-team dependencies and evaluating risks in real time.
  • Partner with engineering and data/AI leads to conceptualize architectural solutions and translate compliance and product needs into detailed execution roadmaps and resource plans.
  • Drive execution velocity by identifying systemic bottlenecks, managing escalations, and removing obstacles across onshore/offshore teams and delivery pods.
  • Drive platform and tooling modernization — including migrations, parallel-run, and phased cutovers that de-risk delivery with no big-bang changes.
  • Stand up AI governance mechanics in partnership with Data/AI — evals, human-in-the-loop review, and model/change documentation aligned to recognized AI-governance standards.
  • Use a data-driven approach to define program KPIs, track progress, and give leadership a single, credible view of status, risk, and delivery.
  • Own program budgets and cost trade-offs — track spend, justify investment, and partner with Finance to keep the roadmap on plan and self-funding.
  • Surface overlooked control gaps and systemic risks others miss — decompose ambiguous, contested problems with facts and data to drive shared understanding and clear decisions.
  • Navigate high-stakes ambiguity by balancing priorities across diverse stakeholders, including leadership, technical teams, and compliance/audit partners.
  • Champion engineering and operational excellence — building the playbooks, runbooks, templates, and automation that let a lean team punch above its weight.
Basic Qualifications
  • 7+ years of experience in technical program management or software development leadership.
  • Experience shipping large-scale programs while managing scheduling, resource planning, risk management, and stakeholder communication for senior-level and executive audiences.
  • Technical aptitude with the ability to understand distributed systems and data/AI pipelines and translate technical issues into prioritized actions.
  • Experience defining program KPIs/OKRs and standing up the tooling to track and report them.
  • Experience owning program budgets and cost trade-offs, and partnering with Finance to track spend and justify investment.
  • Experience predicting execution risks and surfacing overlooked issues, building data-backed proposals to achieve team alignment.
  • Experience with the product/software development lifecycle, including creating technical documentation (such as PRDs or ERDs) and program-management methodologies (Agile, Scrum, hybrid; Jira, Linear).
  • Experience driving efficiencies through process definition, runbooks, or tooling automation.
  • Bachelor's degree in Computer Science, Engineering, Management Information Systems, or a related technical field (or equivalent professional experience).
Preferred Qualifications
  • Domain experience in compliance, audit, risk, or financial systems.
  • Familiarity with GRC platforms and with modernizing or migrating compliance/audit tooling.
  • Experience with AI coding tools (e.g., Claude Code, Codex), AI agents, and MCP.
  • Background in software engineering or engineering management, specifically within microservice or DevOps environments.
  • Experience with data analytics tools (e.g., SQL, Python, Tableau) to drive analysis and automation.
  • Experience coordinating onshore/offshore delivery pods in a lean, high-leverage team.

For San Francisco, CA-based roles: The base salary range for this role is USD $167,000 per year - USD $185,000 per year.

You will be eligible to participate in Uber's bonus program, and may be offered an equity award & other types of comp. All full-time employees are eligible to participate in a 401(k) plan. You will also be eligible for various benefits.
