Now Hiring: Sr. Procurement Project Manager

Contract: 12 Months | Possibility of Extension

Pay Rate: $50/hr

Position Overview

We are seeking an experienced Sr. Procurement Project Manager to support the Tennessee Department of Environment and Conservation (TDEC).

In this role, you will serve as a key technical liaison between TDEC and the Central Procurement Office (CPO), supporting the development and execution of procurement activities from sourcing strategy through contract award.

The ideal candidate will have strong experience in procurement, contract management, solicitation development, and project management, along with excellent organizational and stakeholder-management skills.

Key Responsibilities
  • Develop and assist TDEC divisions with solicitation specifications using internal and external sources of information.
  • Support procurement activities from sourcing strategy development through contract award.
  • Develop and execute procurement strategies aligned with state policies and procedures.
  • Work with multiple solicitation methods, including:
  • Request for Proposal (RFP)
  • Request for Qualification (RFQ)
  • Request for Information (RFI)
  • Partner with the Central Procurement Office (CPO) to execute procurements and support the state evaluation process.
  • Identify agency procurement needs and recommend appropriate procurement methods.
  • Provide strategic procurement advice and consultation to agency procurement and program staff.
  • Serve as a representative of TDEC and the Grants & Contracts division when working with internal and external stakeholders.
  • Coordinate multiple schedules, priorities, and procurement timelines.
  • Ensure procurement activities align with applicable state policies, procedures, and requirements.
  • Apply strong project management and time management skills to keep procurement activities on track.
Required Qualifications
  • Bachelor’s degree from an accredited college or university.
  • 5–10 years of experience in one or more of the following:
  • Procurement
  • Contract Management
  • Business Operations
  • Procurement Project Management
  • Strong knowledge of procurement policies, procedures, and sourcing strategies.
  • Experience with RFP, RFQ, and RFI processes.
  • Strong organizational, project management, and stakeholder communication skills.
