Job Description

Our client is seeking a Senior Project Manager – Procurement to support procurement activities for the agency. The position will serve as a technical liaison between the agency and the Central Procurement Office (CPO), assisting with the development of proposals for bids while ensuring alignment with State procurement policies and procedures.

The Project Manager will administer procurement activities from the development and implementation of sourcing strategies through contract award. This includes identifying agency needs, drafting solicitations, assisting with procurement execution, and supporting the state evaluation process.

The position requires strong organizational skills and the ability to manage multiple schedules, projects, and deadlines. Excellent project management, time management, communication, and coordination skills are required.

Responsibilities
  • Develop and assist divisions with solicitation specifications based on internal and external sources of information.
  • Demonstrate strong knowledge of policies, procedures, and execution strategies for multiple solicitation methods, including Request for Proposal (RFP), Request for Qualification (RFQ), and Request for Information (RFI).
  • Represent the agency and Grants & Contracts team while communicating with internal and external stakeholders.
  • Provide strategic advice and consultation to procurement and program staff regarding appropriate procurement methods and strategies.
  • Assist with the development and execution of procurement activities from sourcing strategy through contract award.
  • Coordinate with multiple stakeholders, schedules, and procurement activities to ensure timely completion of projects.
Qualifications
  • Bachelor’s degree from an accredited college or university.
  • Bachelor’s degree in Business Administration or Supply Chain Management preferred.
  • 5 to 10 years of experience in business, procurement, and/or contract management.
  • Strong knowledge of procurement policies, procedures, and solicitation processes.
  • Excellent project and time management skills.
  • Strong verbal and written communication skills.
  • Ability to work effectively with internal and external stakeholders.
  • Strong organizational and coordination skills.
