Qualificações

Responsabilidades

• Develop, analyze, evaluate, coordinate, prepare, and support cost proposals for government contracts and commercial customers.
• Create detailed cost build-ups and pricing strategies; model prices with scenarios and conduct historical analyses.
• Review RFPs for compliance with customer specs and company policy.
• Support pricing content development and publication for personnel rates; justify fair and reasonable pricing.
• Develop pricing data calls for subcontractors and compare to internal pricing; suggest strategies.
• Interact with personnel and management at all levels.
• Provide reviews of all estimates prior to delivery and senior management review.
• Develop final compliant pricing proposal spreadsheets and narratives.
• Prepare staffing cost estimates for management, customers, and audit agencies.
• Apply CAS and DCAA indirect rates; ensure adherence to FAR/TINA and SMS policies.
• Support audit requests, fact-finding, negotiations, and budget baseline processes.
• Support various departmental business management and operations functions.

SMS is in search of an experienced Senior Pricing Manager to assist our proposal, finance, and business development teams with pricing personnel rates, compensation research, proposal review, etc. This senior level role requires prior federal government contract personnel pricing experience. Further, the ideal candidate has a solid understanding of US Government estimating and pricing principles, is innovative and creative when pricing proposal material and able to work independently while also collaborating with team members.

The position is a hybrid position at SMS Corporate Headquarters in McLean, VA.

Job Responsibilities

• Develop, analyze, evaluate, coordinate, prepare, and support cost proposals for small, medium and large government contracts, as well as commercial customers. This position is geared toward the staffing of professional services personnel.
• Develop detailed cost build ups and pricing strategies, perform detailed price modeling with scenario analyses, conduct competitive and historical pricing analyses for personnel and support negotiations.
• Review and interpret Requests for Proposals (RFP) documentation and proposal documents for compliance with customer specifications/requirements and adherence to company policy.
• Support price proposal and basis of estimate content development and publication for personnel rates prior to submission, along with fair and reasonable price and escalation justifications.
• Develop pricing data calls for subcontractors and evaluate subcontractor price/cost proposals in comparison to internal pricing and offer suggestions and pricing strategies.
• Interact with personnel and management at all levels.
• Provide reviews of all estimates prior to delivery and review by senior management.
• Develop final compliant Pricing Proposal spreadsheets and Price Narratives for submission to customers.
• Prepare and present staffing cost estimates to management, customer representatives, and government audit agencies as required.
• Apply and comply with Cost Accounting Standards (CAS) and DCAA approved indirect rates.
• Ensure adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and SMS policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations.
• Support audit requests, fact-finding, and negotiation discussions and the program budget baseline process.
• Support various departmental business management & operations functions.

Required Qualifications

• Minimum of 5 years' experience pricing federal government contracts, specifically professional services personnel pricing, researching compensation, and reviewing/understanding Requests for Proposals (RFP).
• Bachelor's degree in accounting, Business Management, Finance, Economics, or closely related discipline with a minimum of 5 years of relevant professional experience in staffing of personnel rates. Additional years of work experience will be considered in lieu of degree.
• Strong proficiency with Microsoft Office suite (Excel, Word, & PowerPoint). Strong analytical, problem solving, math skills, and general finance acumen. Demonstrated self-starter with strong attention-to-detail.
• Demonstrated ability to meet deadlines and handle multiple tasks in a fast-paced environment.
• Demonstrated ability and flexibility to work in a team environment and communicate clearly with a variety of stakeholders.
• Knowledge and Understanding of CAS, applying DCAA Approved Indirect Rates, FAR/DFARS, and other Government regulations.
• Knowledge of the Service Contract Act and other government-related applicable standards and regulations
• Knowledge and understanding of how-to research, analyze and apply salary survey data.
• Information Technology (IT) knowledge, background and/or degree a plus.
• US Citizenship is required and candidates must successfully pass a background investigation.

Salary Range - $125,000 - $175,000
