Position Description

The Senior Pricing Analyst develops accurate, competitive, and compliant cost and pricing proposals for federal government opportunities, task orders, and contract modifications. This role manages assigned pricing efforts from solicitation review through proposal submission, fact-finding, and negotiations, supporting multiple concurrent bids.

The Senior Pricing Analyst plays a critical role in supporting profitable business growth by balancing competitive pricing strategies, financial risk, regulatory compliance, and organizational objectives. Working with business development, capture, estimating, contracts, finance, and program teams, this position builds cost models, evaluates pricing alternatives, and presents recommendations that align with customer requirements and business objectives. The role maintains supporting documentation and ensures adherence to applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and company requirements.

Primary Responsibilities
Proposal Development and Cost Modeling
  • Review Requests for Proposals (RFPs), Invitations for Bids (IFBs), amendments, and customer pricing templates to identify submission requirements, evaluation criteria, and pricing risks.
  • Coordinate with estimating and technical teams to develop and validate bases of estimate (BOEs), labor categories, staffing levels, quantities, and cost assumptions.
  • Coordinate subcontractor and vendor pricing data calls; assess responses for completeness, reasonableness, and alignment with proposal requirements.
  • Develop and maintain detailed cost models for direct labor, indirect rates, escalation, materials, subcontractors, other direct costs (ODCs), and proposed fee or profit, as appropriate to the solicitation.
  • Prepare complete cost and price volumes, pricing narratives, and supporting schedules; reconcile inputs and verify accuracy, consistency, and compliance before submission.
Pricing Strategy and Analysis
  • Support price-to-win analysis and competitive assessments using market research, historical costs, and available customer or competitor information, including relevant Freedom of Information Act (FOIA) data.
  • Perform sensitivity analyses, what-if scenarios, and cost and pricing risk assessments to evaluate alternatives and support bid strategy.
  • Evaluate proposed pricing strategies against anticipated margins, profitability objectives, contractual risks, and long-term financial performance to support informed management decisions.
  • Present pricing assumptions, financial implications, risks, and recommendations during proposal strategy discussions and management approval reviews, ensuring final pricing decisions align with established company authorization requirements.
  • Analyze historical contract pricing, award outcomes, and actual financial performance against original estimates to identify trends, improve future pricing accuracy, and support long-term profitability.
Compliance and Proposal Support
  • Collaborate with Business Development, Sourcing, Contracts, Finance, Operations, and program teams to validate pricing assumptions, supplier costs, lead times, technical requirements, and contractual commitments, ensuring proposed pricing accurately reflects operational capabilities and business objectives.
  • Apply applicable FAR, DFARS, CAS, solicitation, and company accounting and pricing requirements, including disclosure statement requirements when applicable.
  • Maintain organized, audit-ready records of source data, estimates, assumptions, methodologies, calculations, approvals, and proposal revisions.
  • Prepare responses and supporting documentation for customer fact-finding, evaluation notices, negotiations, and Defense Contract Audit Agency (DCAA) or Defense Contract Management Agency (DCMA) reviews, as required.
Process Improvement and Team Development
  • Maintain and improve pricing templates, estimating standards, historical cost databases, and procedures to strengthen accuracy and consistency.
  • Identify and implement opportunities to improve pricing efficiency, accuracy, and decision-making through data analytics, automation, historical pricing intelligence, and emerging technologies.
  • Mentor junior analysts and develop training materials on cost modeling, estimating methodologies, proposal compliance, and pricing practices.
  • Manage competing assignments and deadlines while maintaining accuracy, confidentiality, and ethical pricing practices.
Required Qualifications
  • Bachelor's degree in Finance, Accounting, Business, Economics, or a related field, or an equivalent combination of education and relevant professional experience.
  • At least five years of pricing or estimating experience in a federal government contracting environment.
  • Experience preparing complex cost and price proposals, supporting cost volumes, and interpreting government solicitation requirements.
  • Working knowledge of FAR, DFARS, and CAS requirements as applicable to the contracts being priced.
  • Advanced Microsoft Excel skills, including complex formulas, data analysis, and financial modeling; proficiency in Microsoft Word and PowerPoint.
  • Strong analytical, organizational, written, and verbal communication skills; ability to work independently and collaborate across functions under tight deadlines.
Preferred Qualifications
  • Experience with ProPricer or comparable pricing tools, Microsoft Access, and historical cost databases.
  • Experience supporting DCAA or DCMA reviews, proposal negotiations, and competitive price-to-win assessments.
  • Experience mentoring analysts or developing pricing and estimating training.
