Elizabeth City State University Police Department seeks a Public Safety Supervisor/Police Lieutenant to oversee Patrol Division operations, supervise officers, assign resources, and ensure compliance with laws and campus policies. The primary purpose of the Public Safety Supervisor/Police Lieutenant is to serve as a Mid-Level or Managerial Supervisor. This position will manage all functions of the Police Patrol Division, and be required to supervise patrol officers and all assigned staff. This positions evaluates the appropriateness responses, designates assignments, directs needed resources, interprets laws, ordinances, and departmental policies and procedures. This position will be required to know the campus environment which includes: street layouts, building names and locations, how to detect and deter crimes before they occur, conduct periodic self initiated task to protect life and property, via the understanding of crime trends and activities. Identify and investigate suspicious individuals, incidents, and vehicles. The Police Lieutenant is expected to identify problems quickly and determine the appropriate actions. The Police Lieutenant will manage the deployment of uniformed officers to ensure the campus is regularly patrolled and safe and supervise the follow-up and investigation of reported crimes, ensuring that case management and investigative services are managed effectively. Understand when to properly detain and or arrest persons as required and transport same in accordance with policy, document said detentions and arrests before the end our their tour of duty. Conduct searches within legal and safety parameters. Interview victims, witnesses, and suspects during the preliminary investigation. Other duties include but are not limited to, orientation and training of new officers, inspections of officers. Conducting shift briefings, review of reports and investigation that occurred during a shift, activity coordination ,discipline, conducting performance reviews, operational planning, and other administrative duties as assigned by the Chief of Police. Any other duties assigned by the Chief of Police within the scope of the rank of a Police Lieutenant. The Elizabeth City University Police Department is open 24 hours a day and the campus is patrolled 365days per years by sworn law enforcement officers and property security officers. The primary objective of the Elizabeth City University Police Department is to provide a safe and secure environment where students, faculty, and staff can live, learn, and work. The safety and security of the campus is realized through an active partnership involving officers, students, faculty, staff and the community; the Police Lieutenant is instrumental in this through competent patrol leadership. The Elizabeth City State University Police Department continues to review and upgrade, as needed, its standards, equipment, and training of personnel. The desire is to continue incorporating knowledge of the university's overreaching mission, as a historically black university, and the role of diverse cultural sensitivity towards its students, constituents, and surrounding community.
A minimum of a bachelors degree or greater and 6 years of sworn law enforcement officer experience or an associate degree and 8 years of sworn law enforcement officer experience. At least 3 years of the experience requirement must have been in a supervisory role equivilent to a Police Sergeant or greater. Certification from NC CJETSC as a commissioned police officer or certification eligible for out-of-state lateral hires.
Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment.
