Job description

Senior Medical Records Technician – Document Integrity (DI) – Riverside

Under general supervision, the Senior Medical Records Technician leads and participates in the processing and examination of patient medical, mental health, and vital records; assists in preparing regular and special reports; and performs related duties as required. This is the lead-level classification in the Medical Records Technician series and reports to an appropriate supervisor or manager. Incumbents exercise considerable judgment and independence while performing assignments of above-average difficulty that require comprehensive knowledge of assigned programs and projects. They may also serve as project leads and provide task-level supervision to other staff. This classification is distinguished from the Supervising Medical Records Technician in that Senior Technicians provide lead oversight of routine work, while Supervising Technicians carry full supervisory responsibility. Advancement to the next level occurs through competitive selection in an open recruitment.

Most competitive candidates: will have 4–5 years of Health Information Management (HIM) or Medical Records experience in an acute care setting, along with RHIT (Registered Health Information Technician) or RHIA (Registered Health Information Administrator) certification. Bilingual skills are preferred but not required.

In this role, the Senior Medical Records Technician – Document Integrity (DI) will conduct in-depth reviews, audits, and analyses of electronic health records to ensure documentation accuracy, completeness, and compliance with regulatory, legal, and organizational requirements. Additional responsibilities include serving as a liaison to ambulatory providers and clinical support staff; analyzing data to identify trends; preparing weekly reports for Health Information Management (HIM) leadership related to medical record analysis; supporting process improvement, project integration, and innovation initiatives; and performing lead duties such as training and reviewing the work of subordinate staff.

Responsibilities
  • Compile statistics for use in reports and surveys; maintain daily statistical records of information such as tumor registry, birth and death reports.
  • Respond to inquiries in writing or by telephone concerning patient medical records.
  • Maintain supply inventory.
  • Register live births, deaths and fetal deaths; facilitate delivery of newborn screening tests.
  • Communicate with parents, lawyers and other interested parties on the accuracy, completeness and availability of documents.
  • Prepare charts for court cases by collecting information requested in subpoena and checking for completeness; may represent the County in court cases by taking records to court and attesting to their authenticity and accuracy.
  • Assign and evaluate the work of subordinate clerical personnel.
OPTION I – Education

Graduation from an accredited college or university with an associate’s degree in medical records technology.

OPTION II – License/Certificate

Current registration as a Registered Health Information Technician (RHIT) or a Registered Health Information Administrator (RHIA) issued by the American Health Information Management Association.

OPTION III – Experience

Three years in a hospital or healthcare agency medical records/mental health unit, which included assembling medical records and evaluating them for completeness, abstracting medical record information as requested.

OPTION IV – Experience

Two years equivalent to a Medical Records Technician II with Riverside County.

ALL OPTIONS – Knowledge of

Commonly used medical terminology; medical record or mental health record-keeping systems; standard clerical office procedures and equipment.

ALL OPTIONS – Ability to

Follow complex written and oral directions; abstract information from medical or mental health records and evaluate quality of abstracted data; classify and index medical case histories; lead clerical personnel; establish and maintain effective working relationships with others.

Pre-Employment

All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment.)

Probationary Period

As an Approved Local Merit System, all County of Riverside employees, except those serving "At Will," are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.
