RTX Enterprise Services in Puerto Rico is seeking a Senior Manager to lead the Puerto Rico Nearshore Center for ATS. The role focuses on strategy, transformation, and delivery of technology capabilities that enable RTX to operate globally and securely.

The ideal candidate will drive modernization, establish a scalable service delivery model, and build a strong, diverse technical team across platform services, security, and engineering disciplines.

Qualifications

  • Bachelor’s degree in computer science, technology, engineering or mathematics (STEM) or related discipline or equivalent experience and 10+ years of relevant experience.
  • Experience leading technology delivery teams or service centers, preferably in near‑shore or offshore models.
  • Experience hiring, developing, coaching, and retaining technical talent in engineering, integration, QA, automation, or platform/services.
  • Experience with enterprise‑level application services, service delivery frameworks, SLA/KPI‑based operations.

Responsibilities

  • Lead the Puerto Rico Nearshore Center for ATS, ensuring delivery of high‑quality technology services aligned to defined SLAs, KPIs, and the ATS service catalog.
  • Build and mentor a pipeline of technical talent across multiple domains including platform services, security, integration, automation, QA, and development.
  • Establish a disciplined service delivery model that aligns with ATS standards and integrates with on‑shore and off‑shore centers.
  • Drive modernization, DevSecOps adoption, automation, and secure‑by‑design principles within the nearshore team.
  • Monitor performance, manage risks, and assure governance with stakeholders and global hubs.

The following position is to join our RTX Enterprise Services team in Santa Isabel, Puerto Rico: This position provides enterprise-wide leadership for the strategy, transformation, and delivery of technology capabilities that enable RTX to operate, innovate, and scale globally. The Senior Manager will lead across key Application Technical Services (ATS) domains, including platform services, application security, enterprise integration, Business Process Automation, quality assurance, and application development and engineering. Working at the intersection of business strategy and technology execution, this leader will shape technology direction, investment roadmaps, modern engineering practices, and scalable solutions across on-shore, near-shore, and offshore teams. This role will drive modernization, reduce complexity, strengthen security and resilience, accelerate business value, and build the organizational capabilities needed to support RTX’s current and future technology needs.

What You Will Do

Lead the Puerto Rico Nearshore Center for ATS, ensuring delivery of high‑quality technology services aligned to defined SLAs, KPIs, and the ATS service catalog.

Build, hire, train, coach, mentor, and retain a strong pipeline of technical talent across platform services, application security, enterprise integration, business process automation, QA services, and application development & engineering.

Establish a consistent and disciplined service delivery model that aligns with ATS standards and integrates seamlessly with on‑shore and off‑shore centers.

Ensure operational excellence across the nearshore center, including resource planning, performance management, quality assurance, workload prioritization, and continuous improvement.

Foster strong collaboration with ATS service owners, product teams, business stakeholders, and global delivery hubs to ensure unified execution and shared accountability.

Drive implementation of modern engineering practices, DevSecOps, automation, secure‑by‑design principles, and reusable enterprise capabilities within the nearshore team.

Monitor and manage service delivery performance, proactively addressing risks, escalations, staffing gaps, and operational bottlenecks.

Create an inclusive, high‑performing culture focused on learning, career growth, team stability, and technical excellence.

Ensure compliance with RTX policies, cybersecurity standards, regulatory requirements, and enterprise operational procedures.

Manage budgets, vendor engagements, resource forecasts, and center‑level operational reporting.

Qualifications

You Must Have Typically requires a bachelor’s degree in computer science, Technology, Engineering or Mathematics (STEM) or related discipline or equivalent experience and a minimum of 10 years of relevant experience or an Advanced Degree and a minimum of 7 years of experience. Experience of leading technology delivery teams or service centers, preferably in near‑shore or offshore delivery models. Experience hiring, developing, coaching, and retaining technical talent in engineering, integration, QA, automation, or platform/application services. Experience working with enterprise‑level application services, service delivery frameworks, and SLA/KPI‑based operations. Experience working within multi‑site global delivery models, collaborating with on‑shore, near‑shore, and offshore teams. 7+ years of experience in operational performance, prioritizing workloads, resolving delivery issues, and maintaining consistent service quality. Experience working with engineering practices including DevSecOps, automation, CI/CD, quality engineering, and secure development.

We Prefer Strong problem‑solving skills with the ability to drive continuous improvements in service delivery and operational processes. Excellent communication, stakeholder partnership, and team leadership skills with the ability to operate in a dynamic, fast‑paced, global environment. Demonstrated ability to build positive team culture and organizational stability through structured talent development and workforce planning. Prior leadership experience managing nearshore technology centers or global capability hubs. Experience operating in a large, complex, regulated enterprise environment. Familiarity with ATS (Application Technical Services) organizations, enterprise service models, and technical domains supported by ATS. Experience implementing engineering automation, testing automation, API‑led integration, Infrastructure as Code, or cloud‑native development. Experience working with or managing managed‑service vendors or contract workforces. Ability to use modern collaboration, performance monitoring, and service management tools (ServiceNow, Jira, Azure DevOps, etc.). Experience developing center‑level strategies for workforce scaling, skill evolution, and long‑term talent retention.
