Qualifications

  • Bachelor’s degree in engineering, computer science, mathematics, or related STEM.
  • Ten years of multinational collaboration experience, preferably NATO or equivalent.
  • 5–10 years of interoperability initiatives across multiple stakeholders and nations.
  • 5–10 years of experience in governance, data collection, and reporting for interoperability.
  • Experience planning and managing cross-functional events and workshops for diverse teams.
  • PMP Certification desirable.
  • Strong organizational skills and stakeholder coordination abilities.

Responsibilities

  • Support federated interoperability activities across the capability lifecycle.
  • Elicit, capture and collect interoperability requirements across all aspects of DOTMLPFI.
  • Contribute and participate in the development of policies, directives and processes for federated interoperability.
  • Monitor data quality in designated tools and resolve data gaps for reporting.
  • Coordinate communications for interoperability events and COIs.
  • Provide guidance to participants on federated interoperability processes and tools.
  • Coordinate activities of the Federated Interoperability Branch.
  • Analyze interoperability data and produce reports and briefings.
  • Maintain secure user accounts for interoperability test tools.

Job Description

SimIS is seeking contract support for the capture, development, architecture, analysis, and quality assurance of capability requirements necessary to adapt to future threats and shape long-term military strategy. To support our customers, SimIS, Inc seeks a Senior Interoperability Requirements Manager to support a Capability Program and Project Managers. The candidate will manage the entire lifecycle from requirements integration to engineering and testing to ensure functional abilities undergo rigorous verification, validation, and evaluation to ensure mission readiness.

Qualifications
  • Bachelor’s degree in engineering, computer science, mathematics, or a related technical STEM discipline.
  • Ten (10) years of proven work experience in multinational collaboration, coordination, preferably in NATO or equivalent multinational environments.
  • 5-10 years of documented experience supporting interoperability initiatives, campaigns, programmes or activities, across multiple stakeholders and nations. Examples include but are not limited to: The annual Coalition Warrior interoperability Exercise (CWIX); TIDE Sprint; TIDE Hackathon; Digital Interoperability Verification Experiment (DIVE); Federated Mission Networking (FMN); Interoperability 360 workshops (IO360).
  • 5-10 years of experience managing and delivering interoperability requirements including governance, data collection and reporting.
  • 5-10 years of experience planning, preparing, coordinating, and managing events, meetings, workshops, conferences, exercises, or similar activities for cross-functional project teams and stakeholders.
  • 5-10 years of experience facilitating and coordinating the production of meeting notes, action lists, reports, and briefings and summaries for military and civilian audiences up to Flag/General Officer or equivalent level.
  • Experience of managing, editing, and processing interoperability data using NATO or national toolsets (for example CWIX Wiki or IOCore).
  • 5-10 years of Programme and Project Management experience within a complex and dynamic programme environment. PMP Certification desirable.
  • Excellent organizational skills, including the ability to manage timelines, deliverables, task tracking, and stakeholder coordination.
  • PMP Certification is desirable.
Responsibilities
  • Support federated interoperability activities across the capability lifecycle.
  • Elicit, capture and collect interoperability requirements across all aspects of DOTMLPFI.
  • Contribute and participate in the development of policies, directives, concepts and process refinement related to federated interoperability.
  • Monitor and assure the quality, completeness, and consistency of interoperability test data within designated tools. Identify and resolve data gaps to support reporting and analysis.
  • Execute structured communications with COIs, prepare participants for interoperability events and activities.
  • Provide timely, actionable guidance to participants on federated interoperability processes, tools, and events
  • Coordinate and contribute to the activities of the Federated Interoperability Branch.
  • Support the analyses of interoperability data collected, including the production and delivery of reports and briefings.
  • Administer and maintain user accounts, ensuring secure, role-based access to designated interoperability test tools.
