Job summary

SimIS Inc. in Norfolk, VA, is seeking a Senior Requirements Manager, NC3 Modernization to coordinate capability requirements for the Nuclear Consultation, Command and Control programme.

This onsite contract role focuses on requirements engineering, security policy, and stakeholder collaboration to deliver capability outcomes. You will work with iCMO and partner agencies, leverage IBM Rational DOORS, and ensure traceability from requirements to acceptance criteria in classified environments.

Qualifications

• Bachelor’s degree in engineering, computer science, mathematics, or a related STEM discipline.
• Ten years of proven work experience identifying, assessing, validating, and prioritizing joint military capability requirements and requirements engineering.
• 5–10 years of capability development experience using JCIDS and the Defense Acquisition System.
• Two years of experience with NATO Common Funded Capability Delivery Governance Model.
• Experience in CIS infrastructure programmes in classified environments.
• Experience with IBM Rational DOORS or equivalent enterprise requirements management tool.
• Proficiency with IBM Rational DOORS or equivalent enterprise requirements management tool.

Responsibilities

• Support the NC3 iCMO in updating iterative Requirements Management and Benefits Realization plans.
• Support the NC3 iCMO by updating security policy, documentation, and classification guides.
• Engage stakeholders across political, operational and tactical layers, including Allied Command Operations (ACO) and Nations.
• Collaborate with Requirements and Quality Assurance to align the programme with best practices.
• Manage the Benefits Realization work strand as projects are delivered.
• Develop comprehensive and measurable Capability Acceptance Criteria with agencies and end users.

To support our customer, SimIS, Inc seeks a Senior Requirements Manager, NC3 Modernization to coordinate Capability Requirements to support Programme and Project delivery for the Nuclear Consultation, Command and Control (NC3) Modernisation Programme.

Qualifications:

• Bachelor’s degree in engineering, computer science, mathematics, or a related technical STEM discipline.
• Ten (10) years of proven work experience in identifying, assessing, validating, and prioritizing joint military capability requirements, and requirements engineering, to include requirements management and requirements elicitation.
• 5-10 years of experience in capability development using the US Joint Capabilities Integration and Development System (JCIDS) and the Defense Acquisition System (DAS).
• Two (2) years of experience working with the NATO Common Funded Capability Delivery Governance Model for capability development.
• Experience in capability development in Communication and Information System (CIS) Infrastructure related programmes in classified environments.
• Experience with IBM Rational DOORS or equivalent enterprise requirements management tool used to capture, trace, analyze, and manage changes to project specifications.
• Proficiency with IBM Rational DOORS or equivalent enterprise requirements management tool.

Responsibilities:

• Support the NC3 Integrated Capability Management Office (iCMO) in continually reviewing and updating the iterative Requirements Management and Benefits Realization plans for the NC3 capability.
• Support the NC3 iCMO in continually reviewing and updating security policy, documentation and classification guides for the NC3 capability.
• Support the Branch by assisting in stakeholder engagement and communications with stakeholders and users at the political, operational and tactical layers, including Allied Command Operations (ACO), Nations, and helping to identify requirements, policy developments and engineering publication reviews relevant to the programme.
• Work with Requirements and Quality Assurance across organizations to ensure the NC3 programme is aligned with best practices.
• Manage the Benefits Realization work strand for the capability as management products are developed and projects are delivered.
• Support the NC3 iCMO by working with agencies, stakeholders and end users to develop comprehensive and measurable Capability Acceptance Criteria.
