Description

The Senior Human Resources Manager is responsible for assisting with developing programs, systems and processes to meet and drive culture and meet business goals as well as ensure regulatory compliance as a commercial business and government contractor. Must lead based on credibility, experience and knowledge.

Requirements

  • Drive visibility of corporate values and accepted behaviors to maintain culture of servitude.
  • Assist with developing succession planning for executive and management positions.
  • Coach managers on implementation of employee development action and plans.
  • Create tools to assist managers in assessing staff for development and growth.
  • Ensure compliance with employment record retention and storage.
  • Provide regular trend reports to manager with analytical interpretation of issues indicated and/or action required.
  • Facilitate training, license and certification tracking systems to use strategically in proposal process and drive internal development and growth.
  • Assist in benefit administration.
  • Assess compensation trends and strategies to reward employees for results and accomplishments.
  • Investigate and resolve employee relations issues.
  • Stay up to date on government contracting standards, including the McNamara-O’Hara Service Contract Act (SCA) and the US Department of Labor Wage Determinations (WD); implement to impacted work groups.
  • Accountable for compliance with and provide guidance related to:
  • All Federal employment laws
  • Multi-state employment laws – and employment laws for localities within applicable states
  • Equal Employment Opportunity (EEO)
  • Employment Eligibility (E-Verify and Form I-9)
  • Assist with developing policies and procedures across corporation with effective communication strategy.
  • Assist with audits and documentation for audits.
  • Lead and mentor HR team members, providing guidance and coaching to ensure effective delivery of HR services.
  • Assess vendors and resources to meet current and future needs; manage vendor relations for outsourced services.
  • Performs other duties as assigned.

Essential Knowledge:

  • At least 5-7 years of progressive human resources responsibilities; 3 year emphasis on organizational development, performance/process improvement and strategic planning.
  • At least 2 years of direct human resources experience in government industry required.
  • Must be proficient in Microsoft Office, HRIS programs and SharePoint.
  • Advanced presentation skills.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Essential Education:

  • Bachelor’s degree in Business, Human Resources or related field required; master’s degree preferred.
  • SPHR or SHRM-CP certification preferred

Essential Skills:

Excellent written and verbal communication skills are required. Strong analytical ability and problem-solving skills. Must be able to manage others and work as a team member by maintaining good working relationships with co-workers, management, and customers.

Organizational “Fit” Considerations:

Must be flexible and proactive in covering and overseeing services provided by the job function. This position may require extended work hours during the week, weekends, holidays, or on-demand to prevent adverse situations.
