Qualifications

  • Strong knowledge of Federal/state/local regulations (EPA/TCEQ) and permit requirements.
  • Excellent organizational and project management skills; ability to communicate with agencies.

Responsibilities

  • Manage environmental programs to ensure 100% compliance with applicable laws, permits, and corporate standards.
  • Prepare and submit accurate reports and notices on time; communicate permit requirements to plant personnel.
  • Coordinate testing activities and environmental sampling as needed to meet regulatory requirements.
  • Provide technical guidance and training to plant personnel on regulatory matters; support projects with environmental reviews.
  • Engage with regulatory agencies and participate in seminars/meetings as needed.

Are you a detail-oriented individual who thrives in a fast-paced manufacturing environment? If so, look no further! Arkema Inc. is actively recruiting a Senior Environmental Engineer to support our Houston facility. In this role, you will be responsible for managing environmental programs for the Houston Plant and ensuring compliance with environmental regulations, permit requirements, and corporate standards.

  • Financial Data - Manage LDAR Monitoring Program, Quarterly TO/Flare Testing, waste disposal and other assigned duties within budget. Receive environmental invoices (SAP).
  • Responsible for complying with all AIMS HESQ policies & practices including ISO-9001, ISO-14001, ISO-45001 and RCMS. This includes compliance with all legal and regulatory requirements. For example, OSHA, EPA, TCEQ, etc.
  • Site internal reporting of sustainability KPI’s (Note – REED reporting for environmental, energy, etc.-believe “sustainability KPIs” would be best understood outside of Arkema).
Essential Duties & Responsibilities
  • Environmental Compliance - Manage assigned environmental media with the goal of maintaining the plant at 100% compliant with all applicable environmental laws, regulations, and permit requirements as well as corporate requirements. This will be accomplished by preparing and submitting accurate reports and notices on time and communicating regulatory and permit requirements to plant personnel with a thorough knowledge and understanding of the following:
  • Federal EPA regulations for air, solid/hazardous waste and water/wastewater permits and reporting requirements.
  • State of Texas air, water and solid waste regulations and permit conditions and reporting requirements.
  • Harris County and City of Houston regulations and reporting requirements.
  • Knowledge of DOT, OSHA, EPA, state and local codes and requirements.
  • Communicate Regulatory and Permit Requirements to the Plant - Provide information and training to plant management and plant personnel with the goal of providing the tools and knowledge needed by plant personnel to meet their environmentally related job responsibilities. This will be accomplished through training presentations during plant training days, appropriate Computer Based Training (CBT).
  • Provide technical guidance and support to plant projects and initiatives (e.g., Management of Change, Capital Appropriation Requests, and Standard Operating Procedures); conduct environmental reviews and analysis to identify potential issues and provide solutions as appropriate to mitigate potential hazards.
  • Coordinate testing activities to ensure all operational activities continue to meet regulatory requirements. Conduct environmental sampling as necessary.
  • Prepare and submit accurate reports and notices on time; communicate regulatory and permit requirements to plant personnel applying a thorough knowledge/understanding of the following:
  • Federal EPA regulations for solid/hazardous waste and water/wastewater permits and reporting requirements.
  • State of Texas air, water and solid waste regulations and permit conditions and reporting requirements.
  • Harris County and Houston regional regulations and reporting requirements.
  • DOT, OSHA, EPA, state and local codes and requirements.
  • Agency Relationships - Communicate to and foster a productive working relationship with appropriate regulatory agencies with the goal of developing trust and effective problem solving with the group. This will be accomplished through attending agency seminars and participating in agency meetings.
  • Political and Regional Considerations - Provide leadership regarding environmental issues, stay abreast of current local, state, and federal political legislation that could affect the plant(s). This will be accomplished through the active participation in the Texas Chemical Council (TCC), Texas Industry Project (TIP), Houston Regional Monitoring (HRM), North Channel Local Emergency Planning Committee (LEPC) and other appropriate venues.
  • Company sustainability reporting – Regular internal reporting of site environmental and energy KPIs.
Perform other duties as assigned to meet the plant’s needs
Required Education/Qualifications/Work Experience.
  • B.S. in Environmental or Chemical Engineering with 5 years of progressive experience supporting and managing multi-media environmental processes and programs in a manufacturing environment is required.
  • In lieu of Engineering degree, a Bachelor’s degree in Environmental Science, Chemistry, or related field may be considered with 10+ years of engineering experience in a manufacturing environment with prior experience in chemical manufacturing environment strongly preferred.
  • Thorough understanding of environmental regulations, standards and evaluating contractor capabilities. Detailed knowledge/experience in Federal/State/Local environmental air regulations related to Harris County and Houston area.
  • Strong plant process understanding to evaluate impact of applicable and changing regulations.
  • Assure appropriate programs are in place for assigned environmental compliance areas. Prepare permit applications and permit revisions. Accomplish assignments, goals, and objectives with minimal supervision and direction.
  • Advanced MS Office skills.
  • SAP experience preferred.
  • Verbal and written communications skills required for effective interfacing with agencies, plant, division, company, and consultants.
  • Excellent organizational and project management skills
