JOB TITLE: SENIOR ENVIRONMENTAL ENGINEER
BASIC FUNCTION
- Provides regulatory expertise, coaching, and hands-on support to drive environmental compliance, permitting, and regulatory reviews.
- Plans and performs required activities to maintain compliance with air, water, solid waste, and wetlands regulations.
- Activities include preparing permit applications and renewals, regulatory reports, defining programs and procedures, maintaining records, maintaining compliance assurance, training, and regulatory reviews.
RESPONSIBILITIES
- Prepare permit applications, amendments, and renewals including NSR non-attainment, Title V, NSPS.
- Perform regulatory applicability reviews, NOCS, and required plans such as SWPPP, SPCC, etc.
- Monitor activities required to maintain and demonstrate regulatory compliance with air, stormwater, potable water, solid waste, and wetlands rules.
- Provide regulatory expertise, coaching, and hands-on support to drive environmental compliance. Monitor site performance against permit and other regulatory requirements and identify opportunities for continuous improvement.
- Duties include a large number of scheduled periodic reporting requirements internally as well as to federal, state, and local agencies.
- Responsible for maintaining contingency plans required by regulatory rules and conducting periodic site inspections to monitor compliance with these requirements.
- Review new and updated rules, determine plant impacts, and propose procedural changes to comply.
- Train personnel and conduct audits to verify compliance.
- Maintain plans and environmental records required for environmental compliance in an up-to-date condition.
- Conduct routine site inspections of the Bayport facility to verify procedural compliance with regulatory requirements.
- Monitor the status of environmental control equipment to verify correct operation.
- Provide environmental support to turnarounds and projects.
- Review air, water, and solid waste regulations and assess their impact on Bayport.
- Provide annual training to Plant Personnel on waste handling and assist with training on other environmental topics.
- Participate in company-wide work groups as needed. Update solid waste profiles, handling procedures, coordinate waste removal from the site, and sign hazardous waste manifests.
- Oversee the efforts of contract personnel assisting with environmental compliance efforts.
- Understand, support, and comply with all plant safety policies and procedures, including the use of loss control software for loss control reporting and communication.
- Respond to agency enforcement actions by providing quality information in a timely manner.
- Host environmental inspections, provide requested information, and lead negotiations with regulatory agencies on environmental issues.
- Submit required regulatory reports and forms.
- Other duties as assigned.

QUALIFICATIONS / EXPERIENCE REQUIRED
- Bachelor’s Degree in Chemical or Environmental Engineering (Other technical degrees will be considered depending upon the experience level of the individual).
- 5 or more years of experience in related field, knowledge/experience of state and federal environmental regulations, and ability to acquire knowledge of plant operations.
- Must be willing to obtain TCEQ Visible Emissions Evaluator Certification and a TCEQ Class D Water Operator License.
- Excellent verbal and written communication skills and the ability to work independently and collaboratively.
PREFERRED QUALIFICATIONS / EXPERIENCE
- Experience within a petrochemical, refining, or chemical manufacturing facility.
- Experience directly interfacing with state or federal regulatory agencies.
- Experience working with operators, maintenance technicians, and engineers.

- Ability to read, interpret, and develop documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Wear mandatory FRC and PPE (foot, head, ear, eye, and hand protection) when inside the plant environment, or as directed by signage or procedure.
- Routinely react to visual, aural, and other signals, including alarms and instructions, and is required to inspect work including at high elevations above grade visually.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Frequent bending, reaching, lifting, walking, and climbing.
- Wear all required personal protective equipment, including but not limited to a respirator as directed by signage or where safety precautions are necessary.
- Sit or stand for extended periods of time.
- Work at the computer for significant periods of time throughout the day.
- Required to reach overhead and at shoulder level with hands and arms.
- The noise level in the work environment may be loud and requires that hearing protection be worn in identified areas.
- Must demonstrate fine and gross hand manipulation including pinching, gripping, turning, and keyboarding.
- Work in temperature extremes due to weather conditions and operating equipment.
- Walk ½ a mile per job.
- Move about all areas of the plant, including catwalks, deck grating, wet and muddy areas, and uneven surfaces.
- Climb and work at various heights and may work in a standing, sitting, lying down, crouched, or kneeling position.
- Ascend and descend stairs and stationary vertical ladders as part of normal work activity and emergency situations.
- Must be capable of lifting/carrying/pushing/pulling up to 25 pounds.
- Access confined spaces and pressure vessels through standard 24" manways.
- Climb up to 100 feet in height.
- Additional requirements are required if a participant in the ERT program.
