Job description

We are seeking a Sr. Economic Impact Program Manager, who reports to the Director for Economic Opportunity & Impact. The Sr. Economic Impact Program Manager for Hopkins Local will be responsible for building on the momentum of the Hopkins Local program, including expanding the reach of the program through internal and external partnerships. Hopkins Local is a joint economic impact initiative between Johns Hopkins University and Johns Hopkins Health System to leverage Hopkins' economic power to expand participation of local businesses in construction opportunities; increase Hopkins' hiring of city residents, with a focus on neighborhoods in need of job opportunities; and enhance economic growth, employment, and investment in Baltimore through Hopkins' purchasing activities.

The Sr. Economic Impact Program Manager will help manage the Hopkins Local initiative, which includes,

  • Implementing the strategic direction for Hopkins Local in collaboration with internal and external stakeholders.
  • Leading planning and delivery of events to promote Hopkins Local.
  • Helping to formulate a strategic vision for collaboration between and leverage of Hopkins Local and 10KSB initiatives to drive maximum economic impact.
  • Creating and coordinating relationships with diverse, high-level internal and external stakeholders.
  • Supporting regular internal and external accountability meetings to track progress towards implementation and identify potential challenges or issues ahead of time for both initiatives.
  • Managing the Economic Impact Data Analyst - the resource that analyzes the data that measures progress against goals - and communicating this progress clearly and effectively.
  • Drafting and delivering regular and timely public progress reports and other communications.
  • Serving as primary point of contact for all stakeholders, program participants, and the public.

Specific Duties & Responsibilities

  • Serve as trusted advisor and thought leader to Hopkins leadership with regard to continued evolution of the institution's commitment to the constituents of Baltimore.
  • Manage the Economic Impact Data Analyst to provide timely and accurate reporting of progress of Hopkins Local Pillars (BUILD, BUY, HIRE, INVEST) against Hopkins Local goals.
  • Partner with internal stakeholders implementing Hopkins Local by collaboratively resolving challenges through regular meetings.
  • Establish and maintain strategic relationships with external stakeholders.
  • Represent Hopkins externally and identify collaborative opportunities with external partners, including, but not limited to, the Baltimore Integration Partnership and the District of Columbia Anchor Partnership Network.
  • Help to facilitate Hopkins Local meetings, expand external relationships, develop workforce development & apprenticeship pipelines including engagement with BUILD, BUY, HIRE & INVEST pillar leads and 10KSB staff.
  • Partner closely with GCE teams to ensure strategic coordination of activities and communication with key stakeholders including, but not limited to, communications/media partners, elected officials and community organizations.
  • Resolve problems of significance and criticality, troubleshoot emerging problems, answer questions, provide guidance, and disseminate information.
  • Maintain mastery of performance management data for Hopkins Local.
  • Ensure successful coordination of events as needed.
  • Respond to inquiries from partners, participants, and the public in a professional manner.
  • Other related duties as assigned.

  • Relationships with leaders of community-based organizations in Baltimore City and County.
  • Familiarity with Baltimore ecosystem of apprenticeship, recruitment, and workforce development organizations.
  • Expertise with data provided by Hopkins Local Pillars.
  • Expertise with SAP and Tealbook preferred.
  • Ability to manage competing priorities simultaneously in a fast-paced environment.

Minimum Qualifications
  • Bachelor's Degree required.
  • Five (5) years of related work experience demonstrating increasing responsibility. Experience should include direct project oversight experience. Candidate should have demonstrable experience managing sensitive projects that involve coordinating across a variety of stakeholders internal and external to an organization.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.

Starting Salary Range: $85,500 - $149,800 annually (110,000 targeted; Commensurate w/exp.)

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
