Job Summary:
  1. Assist in developing and implementing requirements for cost recording, reporting, and analysis standards, programs, and reports.
  2. Help prepare cost data for projects, proposals, and contract negotiations.
  3. Manage scope changes effectively.
  4. Define scope requirements for a discipline or specialty, coordinating with Engineering and other sources to produce data conforming to the overall estimate plan.
  5. Create quantity takeoffs for disciplines or specialties using defined documents or scope assumptions; verify quantities provided by others.
  6. Develop and apply unit rates (cost and hours) to quantity takeoffs and other developed quantities within a discipline.
  7. Prepare specific budgets following prescribed standards and procedures.
  8. Coordinate and prepare cost reports.
  9. Collect, classify, and analyze cost engineering data.
  10. Perform data analysis and development tasks.
  11. Perform additional duties as directed by the Project Manager/Supervisor/Manager.
  12. Candidate must be a US Citizen.
  13. Knowledge of capital and services cost.
  14. Familiarity with scope change management.
  15. Intermediate knowledge of engineering, procurement, contracts, construction, and startup processes.
  16. Proficiency in multiple discipline-specific software applications.
  17. Ability to identify, analyze, and solve cost problems innovatively.
  18. Knowledge of financial reporting systems, controller account codes, and related instructions impacting Project Controls, including financial status reports and revenue data.
  19. Bachelor's degree in engineering, Construction Management, or a related field, with 7-10 years of relevant industry experience.
  20. Proficiency in basic software applications like Excel, Word, and PowerPoint.
  21. Excellent oral and written communication skills.
  22. Strong leadership, organizational, and communication skills.
  23. Cost engineering or project management certification is preferred; if not current, candidates should be eligible to attain certification within one year.
  24. Willingness to travel occasionally to Wiesbaden, Germany.
Physical Requirements and Work Conditions:
  1. Work is primarily in a remote, office environment.
  2. Sitting and standing for extended periods are involved.
  3. May involve walking and climbing on construction sites.
  4. Occasional travel to Wiesbaden, Germany, as needed.
