Job Summary:
  1. Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports.
  2. Assists in preparing cost data for projects, proposals, and contract negotiations.
  3. Scope change management.
  4. Determines scope definition requirements for a discipline or other specialty and works with Engineering and other sources to coordinate the production of required data to conform to the overall estimate preparation plan.
  5. Develop quantity takeoffs for discipline or specialty using defined documents or undefined scope assumptions. Verifies quantities provided by others.
  6. Develops and applies unit rates (cost and job hours) to quantity takeoffs and to otherwise developed quantities within a discipline or other specialty.
  7. Prepares specific budgets by prescribed standards and procedures.
  8. Prepare and coordinate cost reports.
  9. Collects and classifies cost engineering data.
  10. Performs data analysis and development.
  11. Performs any other duties as directed by the Project Manager / Supervisor / Manager.
  12. Candidate must be a US Citizen.
  13. Knowledge of capital cost and services cost.
  14. Knowledge of scope change management.
  15. Intermediate knowledge of engineering, procurement, contracts, construction, and startup processes.
  16. Proficiency in using multiple discipline-specific software applications.
  17. Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost problems.
  18. Knowledge of financial reporting systems, controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
  19. Bachelor’s degree in engineering, Construction Management, or a related field with 7-10 years of relevant industry experience.
  20. Knowledge in the use of computers and basic software applications such as Excel, Word, and PowerPoint.
  21. Skilled in oral and written communication.
  22. Strong communication, leadership, and organization skills.
  23. Cost engineering/project management certification preferred; if not current, must be eligible to attain within one year.
  24. Ability to travel occasionally to Wiesbaden, Germany.
Physical Requirements and Work Conditions:
  • Work is typically performed in a remote/office environment.
  • Sitting and standing for prolonged periods.
  • Walking and climbing on construction sites may be involved.
  • Occasional travel to Wiesbaden, Germany.
