Job summary

BlueWater Federal is seeking a Senior Contract Analyst to support the Defense Health Agency in San Antonio, TX. You will lead procurement efforts, review proposals for reasonableness, and provide expert analysis to guide negotiations and policy development.

Ideal candidates have 10+ years of federal procurement experience, active Public Trust clearance, and deep knowledge of FAR/DFARS, DoD directives, and acquisition management. Strong MS Office and PD2 experience are pluses.

Qualifications

• Bachelor's degree in a related field.
• 10+ years of direct Federal procurement experience with GS-1102 or equivalent.
• Active Public Trust clearance.
• Familiar with FPDS, eSRS, FSRS, FBO/SAM, FAPIIS, CPARS.
• Familiar with DoD PDS and related guidance.
• Extensive knowledge of acquisition management phases.
• Strong grasp of FAR/DFARS and DoD directives and laws.
• Proficient in Word, Excel, SharePoint and PowerPoint.
• PD2 contract writing system experience preferred.

Responsibilities

• Support IDIQ Contracts, BPAs, and Requirements Packages.
• Review proposals for price reasonableness and negotiation posture.
• Provide fact-finding, analysis, and resolution of complex problems.
• Offer expert technical advice and coordinate staff on guidelines and new developments.
• Coordinate DODAAC and GFEBS IDOC error support.

Overview

BlueWater Federal is looking for a Senior Contract Analyst to support the Defense Health Agency (DHA) in San Antonio, TX.

The DHA is responsible for the effective execution and operation of the Department of Defense's (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

The DHA provides medical care for the DoD’s 9.6 million eligible beneficiaries is provided through the defense health program which includes contracted health care networks and military treatment facilities.

Responsibilities

• Support IDIQ Contracts, BPAs, and work with Requirements Packages.
• Review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
• Provide fact‑finding, analysis, and resolution of complex problems, develop concrete action plans to solve problems.
• Provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.
• Provide DODAAC Coordination and GFEBS IDOC Errors Support

Qualifications

• Bachelor's degree
• 10+ years of direct Federal procurement experience, either as a federal employee or contractor supporting the GS-1102 series or equivalent acquisition positions.
• Must have an active Public Trust clearance
• Familiarity with Government‑wide acquisition systems including: FPDS, eSRS, FSRS, FBO/SAM, FAPIIS, CPARS
• Familiarity with DoD Procurement Data Standards (PDS) and PDS Error Guide processes.
• Exceptional knowledge of all phases of acquisition management.
• Exceptional knowledge of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations, and procedures.
• Proficiency with Microsoft Word, Excel, SharePoint, and PowerPoint
• Contract writing system PD2 experience is preferred
